The Agadez region is considered a crossroads for mixed migration movements. Historically, the re-gion has been an important axis for migrants wishing to reach the Maghreb and European countries via the Mediterranean Sea as well as for southward movements from North Africa. These migratory flows constitute mixed movements, including economic migrants as well as persons in need of in-ternational protection. As of January 2023, the DRECMR registered with the support of UNHCR Office 2,630 asylum seekers and refugees belonging to 1820 households accommodated between 3 guesthouses in Agadez city and the humanitarian center located 15 kilometers from the city where 2,379 individuals are housed. The incumbent reports to the Head of Sub Office Agadez.

The ideal candidate for this position should have experience working in mixed movement situations and be able to work with multiple humanitarian partners and actors as well as national and interna-tional NGOs and donors.

The incumbent advises the Head of Office and senior management of the country operation in the area of programme in Agadez.

Under the direct supervision of the Head of Field Office, the UN Volunteer will undertake the following tasks:

 Support the revision and analysis of plans, Mid-year and year-end reports of UNHCR Sub-Delegation in Agadez, and ensure quality assurance and compliance with established policies, guidelines, procedures, and standards.  Assist in the provision of overall direction to broaden partnerships with key stakeholders to maximize the protection and solutions response for persons of concern.
 Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.  Contribute to ensuring consistent and coherent monitoring approaches, tools, and systems across the region, in line with global standards and policies.  Actively contribute to UNHCRs programming of a community of practice and continuously con-tribute to improvements of programming tools and processes.
 Oversee a timely and effective follow-up f internal and external audit observations and recom-mendations that relate to programmatic issues.
Perform other related duties as required and/or as requested by The HOSO Agadez.  To lead complex consultative processes involving external parties including Inter-Agency pro-gramming processes.  Activities related to the CBI/vouchers, Livelihood/economic inclusion and also monitoring and management of partners.  Follow the planning of the direct implementation of the sectors, including the analysis of the budgets submitted by the sectors and the preparation of the narrative to be submitted to the Head of Office and the Niamey program for reference.  Effective monitoring of 2023-2024 projects with partners and progress of implementation and share a report on the progress of the situation.  Coordinate the drafting of the contribution to the annual report, and other reports for next year.  Follow up on the situation for the OL increase, OL increase in progress and take subsequent ac-tions related to the revision of partner agreements (CERF, PBF and GIZ/BMZ funding....).  Respond to external relations requests in relation to the submission of project proposals and donor reports.  In general, monitor the implementation of partner activities and direct implementation.  Support in assessing and analyzing the needs of persons of concern in a participatory manner, using the AGD perspective as a basis for planning.  Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priori-ties.  Support Results Based Management and program capacity in light of evolving requirements, programming approaches, and gaps.  Assist the planning process in compliance with planning parameters outlined in the Programme Manual and the planning.

3 years relevant experience with an Undergraduate degree ; or 2 years relevant experience with a Graduate degree; or 1-year relevant experience with a Doctorate.

Demonstrated experience in program management including familiarization with the OMC and sound knowledge of Results Based-Management. Demonstrated experience in field operations, sound knowledge of the centrality of protec-tion in programming, Joint Needs Assessments, the principles of targeting, and PDM.

Non-compulsory assets: - The ideal candidate should be cognizant with UNHCR's ERP policy and be able to apply it across the board in Programme/Project management; - The candidate should have demonstrated abilities to deploy UNHCR’s Risk-based Monitoring in a systematic way; - Working experience in mixed emergency situation with perfect knowledge of UNHCR's the Refugee Coordination Model; - Possess strong analytical and data management skills, focusing on problem solving through large information/data analysis and number crunching; - Excellent negotiation and communication skills for working with a wide spectrum of partner organizations; - Ability to use UNHCR corporate tools at an advanced level, as COMPASS, MSRP, Workday; - Familiarity with the contains and key objectives of the Global Compact on Refugees, the CRRF approach and able to efficiently work with UNHCR`s partners at field level, authorities, private sector and development actors; - Demonstrated experience in the planning of operations, particularly as regards the devel-opment of Operations Plans, which includes, inter alia, the translation of assessment infor-mation into problems and causes, the formulation of objectives and outputs supported by baselines and targets, and relevant indicators, and subsequently the design of response at comprehensive and prioritized levels.

Agadez is a small city located in central Niger, about 1,200 km from the capital Niamey by road, with an estimated local population about 500,000 inhabitants and an additional 2,000-4,000 migrants at any one time. It lies in the Sahara desert and is the capital of the AÏR kingdom, one of the traditional Tuareg/Berber federations. It is an important cross-road for mixed migratory flows. Agadez is a non-family duty station where proper accommodation in private villas is available at reasonable costs. The R&R cycle is every 8 weeks and the designated R&R location is Niamey. There are a number of supermarkets where local and foreign goods are available and a few restaurants offering western and local cuisine. Banking services are available through local branch networks with ATM services offering VISA/MasterCard platforms. However, the said ATMs often do not function over the week-end. Health services are available through local hospitals but the standards remain very poor and unreliable for serious medical conditions. Most over the counter drugs are available in local pharmacies.
