STANDARD MINIMUM QUALIFICATIONS

Education: University degree with experience and training/courses in one or more of the following disciplines: Computer, Telecoms, Electrical Engineering, Mathematics or related discipline or relevant experience. • Sound knowledge of Microsoft Windows, MS Excel, MS Word, MS PowerPoint, and other related software.

Language:

General Service (Field): Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ). The Job holders report to a Head of the Unit, Chief or IT Solutions Developer. At this level job holders are expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis.

JOB PURPOSE

WFP is currently engaged in a large-scale response to the ongoing humanitarian crisis in Ukraine. The current conflict is a main driver of hunger and food insecurity in the world. The United Nations estimate that 12 million people inside Ukraine will need relief and protection, while more than 4 million Ukrainian refugees may need protection and assistance in neighboring countries in the coming months. It is estimated that 1.3 million refugees and asylum-seekers arrived from Ukraine to neighboring countries as of 4 March; this number could grow to 1.5 million people. More than 50 percent have set to Poland, 13 percent in Hungary, 9 percent in Moldova and the rest in other European countries.

The Telecommunications Associate will serve as an active member of the ETC Team, through deployment to the Ukraine Response.

KEY ACCOUNTABILITIES (not all-inclusive)

The incumbents will be based in Kyiv and Lviv, however will roving across Ukraine and will report to the ETC Coordinator. She/he be responsible for deploying and servicing the ETC systems and services. Within delegated authority, the staff member will be responsible for the following duties:

• Design and manage deployment of ETC standard telecoms and connectivity systems including budgeting and planning a voice and data network;

• Plan and manage deployment and support of ICT systems;

• Finding and negotiating repeater site’s in Humanitarian operational hubs

• Control issues of frequency coordination and licensing, interfacing with local telecommunications regulatory authorities and other UN agencies;

• Evaluate existing telecoms infrastructure and propose improvements and organize upgrades accordingly;

• Develop and recommend strategies to address specific telecommunications, connectivity, and related training needs;

• Provide emergency communications capabilities in support of staff security, including providing a focal point for inter-agency emergency field security communications liaison; .

Recommend to partners standard operation procedures, alternative ET solutions and a cost/benefit analysis for each solution;

• Support training of staff and capacity building of humanitarian partners in country; • Manage and maintain the HF/VHF callsign and HF selcall system;

• Perform other related duties as required.

  • The job may involve traveling to other locations.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• A minimum of 5 years of professional experience in an national/international context, preferably in humanitarian context; • Previous employment in local telecommunications company in Ukraine is an advantage;
