Background and purpose of the assignment:

The United Nations World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, assisting 115.5 million people in 84 countries by delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. Food and food-related assistance lie at the heart of the struggle to break the cycle of hunger and poverty. WFP operated in eastern Ukraine from 2014 to 2018, reaching more than one million people through cash, food vouchers or locally purchased food rations, while operating in both government- and non-government-controlled areas.

WFP is currently engaged in a large-scale response to the ongoing humanitarian crisis in Ukraine. The current conflict is a main driver of hunger and food insecurity in the world. The United Nations estimate that 12 million people inside Ukraine will need relief and protection, while more than 4 million Ukrainian refugees may need protection and assistance in neighboring countries in the coming months. It is estimated that 1.3 million refugees and asylum-seekers arrived from Ukraine to neighboring countries as of 4 March; this number could grow to 1.5 million people. More than 50 percent have set to Poland, 13 percent in Hungary, 9 percent in Moldova and the rest in other European countries.

The IT specialist will serve as an active member of the WFP TEC Team, through deployment to the Ukraine Response.

Duties and Responsibilities

The incumbent will be based in either Lviv, Dnipro, Vinnytsia, Kiev or Kropyvnytsky and will report to the WFP IT Emergency Coordinator. She/he will be responsible for deploying and servicing WFP IT systems and services. Within delegated authority, the staff member will be responsible for the following duties:

  • Develop, implement and maintain major Local Area Network (LAN and WLAN) and Wide Area Network (WAN) projects;
  • Administer and coordinate use of the LAN and WAN;
  • Analyse networking problems and recommend solutions to modify and improve equipment, facilities and services;
  • Establish control systems to ensure that all telecommunications equipment is in proper repair and working order to maintain satisfactory connectivity between users of the equipment;
  • Maintain, upgrade or enhance existing systems including troubleshooting and providing continuing technical user support i.e. resolve network problems and advise on use of new techniques;
  • Ensure appropriate data security and access controls considering both local and wide area issues;
  • Track IT assets and other equipment and coordinate with admin team to keep operation equipment inventory updated;
  • Engage with helpdesk services and provide necessary support to the operation;
  • Escalate problems to appropriate parties in accordance with established procedures; detect problem patterns and recommend solutions;
  • Support training of staff and capacity building of humanitarian partners in country;
  • Perform other related duties as required.

Qualifications and Requirements

Education:

  • University degree or with experience and training/courses in one or more of the following disciplines: Computer, Telecoms or Electrical Engineering, Mathematics or related discipline or relevant experience;
  • Cisco certifications are highly recommended
  • Languages: Ukrainian and fluency in English both oral and written communication is required;
  • Sound knowledge of Microsoft Windows, MS Excel, MS Word, MS PowerPoint and other related software.

Experience:

  • A minimum of 3 years of professional experience, preferably in humanitarian context;

Skills & Abilities:

  • Ability to communicate clearly both orally and in writing, transforming technical terminology into easily understood language;
  • Good analytical skills, resourcefulness, initiative;
  • Ability to plan and organise work programme; ability to work with minimum supervision under own initiative;
  • Tact and ability to work harmoniously with people of different national and cultural backgrounds;
  • Demonstrated problem-solving skills ability to conceptualise issues, think in abstract terms, and analyse numerical data;
  • Ability to work under pressure and on multiple tasks.
