How can you make a difference?

1. Background:

Passport to Earning (P2E) is a digital platform that was created to provide young people aged 15-24 with free, world-class & job-relevant skills’ training and position them for employment opportunities. The platform was launched at the RewirEd Summit in December 2021 as a YuWaah (GenU India) initiative where it was piloted in partnership with the Central Board of Secondary Education.

The Ministry of Youth and Culture of Rwanda, UNICEF, and Rwanda Development Board are launching P2E Rwanda to bridge the skills and opportunities gap for youth by providing them with access to interactive and applicable learning material, career guidance support as well as connecting them to professional opportunities.

2. Scope of Work:

Under the direct supervision of the Education Specialist of UNICEF, and the guidance of the Technology for Development specialist of RDB, the IT Specialist Consultant will conduct the following activities:

  1. Support to adapt, customize and continue updates of the global Learning Passport (LP) for Rwanda.
  2. Troubleshoot technical, platform-level hardware and software issues with country teams and in coordination with global and regional Learning Passport (LP) teams and technical partners.
  3. Scope complementary ICT for learning and education technology tools that could be integrated to support LP/P2E related technology efforts.
  4. Provide technical support for content development and management activities
  5. Document and escalate to UNICEF global team any issues that could not be resolved locally
  6. Provide technical support to stakeholders, external partners, and subscribers/users
  7. Explore and identify best practices for P2E development and management
  8. Monitor platform targets and routinely report statistics to stakeholders
  9. Devise partner branding strategy for P2E and coordinate branding activities
  10. Coordinate integration of P2E with career development platforms, etc
  11. Develop an ICT for P2E sustainable strategy

Work Assignment Overview

Tasks/Milestones

  1. Coordinate customization of P2E web-based platform

  3. Support customization of P2E mobile-based platform
  4. Scope complementary tools and strategies for the learning platform

Deliverables:

  • Draft workplan
  • Design monthly progress report template (including platform analytics)
  • Gather input on platform requirements from stakeholders and users to inform platform development.
  • Customize brand guidelines to include partner branding T&Cs
  • Coordinate platform customization
  • Troubleshoot technical, platform-level hardware and software issues with country team and in coordination with regional and global teams & technical partners
  • Explore and identify best integration methods
  • Coordinate platform integration activities
  • Troubleshoot technical, platform-level hardware and software issues with country team and in coordination with regional and global teams & technical partners
  • Gather input on platform requirements from stakeholders and users to inform platform development.
  • Coordinate mobile platform customization
  • Troubleshoot technical, platform-level hardware and software issues with country team and in coordination with regional and global teams & technical partners
  • Troubleshoot technical, platform-level hardware and software issues with country team and in coordination with regional and global teams & technical partners
  • Monitor project targets and report progress to stakeholders
  • Conduct research to identify ICT for learning and education technology tools that could be integrated to support P2E efforts

Selection Criteria

Applications shall be assessed based on their technical and financial proposals. Maximum scores for technical and financial applications will be 75% and 25%, respectively.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in information technology, education technology, statistics, communication, engineering, or relevant fields.
  • Digital Learning, Technology for Development (T4D) and/or information system development, including mobile and web-based applications, with manifested capacity to manage programmes involving many stakeholders.
  • At least 5 years’ experience managing user-driven design processes in software development and support is an asset.
  • Working experience in Azure Cloud or managed resources, Azure App service, DNS and custom domains, basic knowledge of Azure AD, Azure AD integration, B2C and directory synchronizations could be advantageous
  • Strong analytical and problem-solving skills, excellent written and oral communication skills.
  • Effective organizational skills; high drive for results; high commitment; teamwork, and strong interpersonal and intercultural skills.
  • Fluency in English (verbal and written) is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
