STANDARD MINIMUM QUALIFICATIONS

BS in Computer Systems or IT/software development.

MS in computer Sciences or related field is desirable.

*At least 4 years of experience in Information Management and system development *Any Information System developed for nutrition or health will be prefered *Working experience in hybrid system, with government and multi-partners will be useful *Experience of leading a team for system development and implementation. *Has assisted in the design and development of systems and applications needed to fulfil business requirements *Has utilized specialized knowledge to resolve issues arising during IT support *Has contributed to IT projects by providing analysis of business requirements

Knowledge & Skills: *Knowledge of CMAM and Stuting preventions *Asp.Net, Nodejs, Oracle, MS SQL, Android Development & Power BI, Tableau, Google Data Studio, Github or like version controll system *The candidate should have strong background in Systems design and implementation (UML modeling, documentation) including knowledge and experience with Systems lifecycle development methodologies

ORGANIZATIONAL CONTEXT

This job is based in Islamabad. The professional would be a coordinating lead in the BISP Information System cell for an efficient and effective IT solutions for overall design, development and integration of BISP software applications, required to support BISP’s day to day operations including management of dashboard, exchange with external stakeholders and the decision making process within BISP across hierarchy of tehsil, division, regions and head office. The professional will be on secondment to BISP and work with BISP Information Systems cell and report to the PMU lead operationally and technically to the Nutrition Unit's Information Management officer at WFP.

JOB PURPOSE

To contribute to the development of efficient and effective IT solutions, creating sound, innovative solutions that enable staff to deliver food assistance to beneficiaries, in line with WFP’s strategy.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support the development and implementation of modern integrated IT solutions supporting WFP business needs. 2. Prepare clear technical systems documentation for developed IT solutions in order to facilitate IT systems development and maintenance. 3. Perform unit and integrated testing of new, enhanced or fixed code in order to ensure complete coverage of code and adherence to technical specifications. 4. Participate in the installation, configuration and customization of IT systems, as well as integration and migration of data between systems to ensure compliance with WFP’s IT standards, guidelines and procedures. 5. Participate in the release of IT systems and provide early life support in order to prepare for and enable proper use of the IT solution. 6. Contribute to the analysis, maintenance and upgrade of IT systems and troubleshoot, fix problems and make recommendations for system improvements. 7. Contribute to the preparation of trainings on existing and new functionalities for capacity building. 8. Collate data and contribute to the preparation of accurate reports on IT investments and costs, providing information to inform decision-making by stakeholders.

OTHER SPECIFIC JOB REQUIREMENTS

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Provide overall leadership to the EHSAAS Nashonuma IT team based in BISP-(IT Team Management) 2. Lead the development/improvement and implementation of the existing EHSAAS Nashonuma application - (System Development) 3. Ensure that integrated robust Information system is in place to visualize, analyze and export predefined reports - (System Development) 4. Build relationships and collaborate with counterparts in BISP to ensure the funational information system with all required analysis, reports and updates and provide the necessary technical support to all members . 5. Ensure and periodically update clear technical systems documentation for developed IT solutions in order to facilitate IT systems development and maintenance - (Quality Assurance). 6. Ensure that unit and integrated testing of new, enhanced, or fixed code are done on reguklar basis in coordination with team to ensure complete coverage of code and adherence to technical specifications - (Quality Assurance). 7. Development of robust issue tracking system for bug fixing and task assignment to each team member - (Quality Assurance) 8. Coordinate to ensure the analysis, maintenance and upgrade of IT systems and troubleshoot, fix problems, and make recommendations for system improvements - (Quality Assurance). 9. Ensure Compliance with IT standards, guidelines and procedure through installation, configuration, and customization of IT systems, as well as integration and migration of data between systems. - (System Management and Costing). 10. Ensure training modules on the application, and their regular updates with new functionalities for capacity building - (System Management and Costing). 11.
