JOB PURPOSE

The Software Developer will be responsible for the design, development and integration of BISP software applications required to support BISP’s day to day operations including exchange with external stakeholders and the decision making process within BISP across hierarchy of tehsil, division, regions and head office.

KEY ACCOUNTABILITIES (not all-inclusive)

The main duties of Software Developer include:

  • In coordination with SPM/IS Architect/Principal Technology Advisor develop and implement computer application Systems, modules and any software component needed to support BISP programmes and projects.
  • Document all technical details and architecture to CMMI-III level or equivalent.
  • Develop Systems and module graphical interfaces, web modules, database modules, desk based and mobile applications, reports and statistics, and any software components needed to deliver complete and functional requirement by the Information Systems cell.
  • Perform all necessary software maintenance, including coding, testing, debugging, upgrading and modifications of software requested by the IS Architect/Principal Technology Advisor/SPM
  • Apply software development methodologies as directed by BISP Information Systems cell to develop, implement, and test Systems and software components, as requested, and directed by the IS Systems Architect/Director IS.
  • Design, develop and implement Systems and software technical specifications based on business requirements provided by Information Systems cell.
  • Develop and maintain Systems and software documentation to facilitate maintenance and upgrade activities.
  • Provide the necessary technical support to all members and work as a team to accomplish the software development and implementation tasks requested by the IS Systems Architect/Principal Technology Advisor.
  • Contribute technical and professional knowledge and experience to improve BISP IS operations and technical platform.
  • Provide training and mentoring to the team members on use of APP developed and respond to related quarries.
  • Provide required technical support to BISP as and when required for efficient use of the developed software and programme.
  • Develop and provide a weekly project status report describing the status of the above activities and any issues that may emerge, with conclusions and recommendations according to the BISP IS software development operation.
  • Any other task as desired by reporting manager and any technical task required in a team environment for solution delivery.

STANDARD MINIMUM QUALIFICATIONS

Education:

Completion of higher secondary school certificate, preferably supported by a university degree in Computer Science, Computer Engineering or Masters in Information Technology or equivalent.

Experience:

Minimum 6 years of experience in public and/or private sector with provincial/national/international organization(s) demonstrating evidence of developing softwares;.

Skills & Competencies:

  • At least 3+ years working experience as Software Developer or Systems Engineer on enterprise level projects in organizations preferably CMMI certified.
  • Extensive Web, Windows Services, Web APIs, Encryption, application development in .Net Framework and PHP is required.
  • Experience with developing native Android applications will be preferred.
  • Experience with implementing ArcGIS will be preferred.
  • Must have written professional code over 0.5 million lines preferably on enterprise level/large application(s).
  • Proven database programming experience with MySQL and Oracle.
  • PL SQL (1+ year), SQL / Optimization, Oracle / SQL Server (large scale Systems).
  • Mobile& GIS dev experience will be a plus.
  • The candidate must have prior experience in taking over & enhancement of legacy code intensive applications.
  • Knowledge and experience using the ORACLE database platform are desirable.
  • The candidate should have strong background in Systems design and implementation (UML modeling, documentation) including knowledge and experience with Systems lifecycle development methodologies.
  • Preference will be given to graduates from HEC approved top ranking local and foreign recognized universities.
  • Work experience from certified software development & product companies is preferred.

Language: Excellent oral and written English and Urdu.
