COUNTRY CONTEXT AND RESPONSE

Malawi is a small landlocked country in Southern Africa. With a population expanding rapidly at 3 percent per year and the majority of livelihoods dependent on agriculture, the population is highly vulnerable to the effects of climate-related disasters. Poverty is experienced by most rural families, with those headed by women suffering the most. Relying on small parcels of densely cultivated land for their livelihoods, rural Malawians are highly affected by climate change. Episodes of drought as well as severe flooding are increasing in frequency, intensity, and unpredictability, giving the most vulnerable households inadequate time to recover.

Malawi’s challenges are also compounded by high rates of HIV infection (at 9.6 percent), low primary school completion rate (at 51 percent) and chronic under-nutrition (at 37 percent for children under 5). WFP continues to partner with the government, other UN agencies, NGOs, civil society and the private sector to achieve the Sustainable Development Goals (SDGs) by 2030, with a particular emphasis on reaching Zero Hunger (SDG 2), addressing structural drivers of hunger wherever possible.

ORGANIZATIONAL CONTEXT

The Country Office is seeking a Software Developer to manage information management systems, coordinate with partners and the government on the technical aspects of operations, and design and develop software systems to improve the efficiency of operations within the Supply Chain unit. The incumbent will operate under the direct supervision of the Head of Logistics.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Actively engage in the design and development of software to provide quality, high performance, user-centered, and data-rich applications for WFP and partners.
  2. Develop enhancements to existing software as deliver developed and tested software applications within the given deadlines.
  3. Collaborate in a team environment to share best practices, implement process improvements, and ensure software quality.
  4. Collaborate with supply chain experts from partners to assess the technical skill gaps and requirements of different processes in the supply chain domain.
  5. Provide ongoing technical support and training to system users to maximize platform utilization, address challenges and provide innovate solutions.
  6. Support data collection, report drafting, and information management product creation and dissemination.
  7. Be the focal point of WFP information exchange platform (LoIE) implementation and training in coordination with Information Management Officer (IMO) by managing information on the platform.
  8. Analyze Malawi Emergency Preparedness and Response needs with regards to LogIE and supporting Headquarters LogIE team in customizing the platform for Malawi needs.
  9. Installation, configuration and testing the software to ensure integration with the WFP ICT ecosystem, and conformity with existing rules and guidelines’
  10. Any other duties assigned by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education : Completion of secondary school education. A post-secondary certificate in Software Engineering related functional area is desirable.

Language : Fluency in both oral and written communication in English and other local languages.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• At least 5 years of experience in software development • Expert knowledge of JavaScript and C# development. • In-depth knowledge of Unit and End-to-end testing. • Proficient in containerisation using Docker. • User-centred approach to software development. • Ability to establish long-term partnerships. • Strong knowledge of key national and regional contexts and issues. • Quantitative and qualitative analytical skills. • Understanding basic principles of stakeholder engagement with government and other counterparts at the national or local level. • Appetite for exploring and experimenting with new ideas and approaches. • Self-motivated and able to work with a high degree of autonomy. • Interest in information management, excellent written communication skills, and experience with reporting/tracking systems is a plus. • Ability to work as part of a team, participating in open dialogues and valuing diverse opinions of others, regardless of gender, culture, background, experience, or country assignment. • Fully committed and motivated to achieve the aims of the World Food Programme.
