Overview

Contribute to the implementation of project activities by providing specialized subject-matter expertise on programming.

You have:

  • An advanced university degree in computer science, engineering, mathematics or equivalent is required.
  • At least five years of experience in system analysis and design as well as computer programming, including advanced programming skills in MS VB and C# for .NET platform is required.
  • Experience in the development and configuration of web applications using Microsoft Office, JQuery, Kendo UI, websites content management systems such as DotNetNuke, MS SQL and relational database and MS Dynamic CRM design is required.
  • Knowledge of Data Illusion feedback server technology and the Electronic reporting Systems of the Basel and Stockholm Conventions is desirable.
  • Experience in developing queries/reports using the technology Telerik Suite is desirable.
  • Fluency in English is required. Fluency in another UN official language is desirable.

Result of Service

A1 – Functional enhancement of the SC ERS The ERS reliably generates accurate, fully formatted Word/DOCX reports across all UN languages, with correct display of special characters and consistent multilingual interface elements. A2 – Updating of the SC Reporting Dashboard The Reporting Dashboard accurately reflects Sixth Reporting Cycle data, with validated data integration, updated structures, and improved visualizations that correctly incorporate revised questions and newly added chemicals. A3 – Bug fixing and functional enhancements for the SC ERS and Dashboard The ERS and Dashboard operate reliably and consistently, with identified defects resolved, no regressions, and full synchronization between systems following stabilization. B1 – Updating of the Basel Convention Reporting Dashboard The Basel Dashboard demonstrates improved performance, faster response times, and enhanced data visualization capabilities, including reliable filtering and geographic analysis functionalities. B2 –Functional enhancements and bug fixing for the BC ERS The BC ERS functions reliably across languages and reporting tables, with corrected validation logic, resolved defects, and stable integration with the Dashboard without regression. C1 – Updating of the BC Import and Export Control Tool The BC Import and Export Control Tool accurately reflects relevant information provided by Parties in their national reports through the ERS. C2 – Enhancement of the user-friendliness of the BC Import and Export Control Tool The BC Import and Export Control Tool demonstrates enhanced information visualization features, thereby improving user experience and its visibility. D1 – Technical documentation related to processes and changes made for tasks A, B and C Detailed and user-friendly technical documentation of all changes implemented during the assignment, including a change log of queries edited, views or stored procedures modified, interface updates, validation rules adjusted, and any bug fixes applied, together with the rationale for the change and the location of the affected code or configuration elements. D2 – Technical documentation of new reporting cycle of BC ERS Detailed and user-friendly technical documentation for duplicating and configuring the Basel Convention ERS questionnaire for a new reporting cycle, including new questions and all relevant dependencies, configuration steps, database updates, validation checks.

Duties and Responsibilities

The consultant will contribute to the implementation of project activities by providing specialized subject-matter expertise on computer programming and developing applications for database content management. A) The electronic reporting system (ERS) of the Stockholm Convention needs to be maintained during the 6th reporting cycle with a deadline of 31 August 2026 and to add further solutions for bugs and problems observed in recent years. The full 6th cycle answers to be visualized on the Stockholm Convention Dashboard and to further develop new queries (i.e. means of visualization of aggregated data extracted from the ERS). B) The electronic reporting system (ERS) of the Basel Convention needs to be maintained to ensure that functionalities used by Parties to submit data and for importing it into the ERS database remain bug-free. Improvements to the Basel Convention Dashboard are needed to support the development of new queries (i.e. means of visualization of aggregated data extracted from the ERS). C) The BC Import and Export Control Tool needs to be updated to reflect the latest amendment to the BC national reporting format as well as to improve the visualization of information extracted from the BC ERS within the Tool. D) Technical documentation of the work related to outputs A, B and C needs to be prepared together with a clear, step-by-step technical guide for duplicating and configuring the questionnaire for a new reporting cycle so as to ensure continuity of future reporting cycles.

Qualifications/special skills

An advanced university degree in the area of computer science, engineering, mathematics or equivalent is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • At least five years of experience in the area related to system analysis and design as well as computer programming, including advanced programming skills in MS VB and C# for .NET platform is required. • Experience in the development and configuration of web applications using Microsoft Office, JQuery, Kendo UI, websites content management systems such as DotNetNuke, MS SQL and relational database and MS Dynamic CRM design is required. • Knowledge of Data Illusion feedback server technology and the Electronic reporting Systems of the Basel and Stockholm Conventions is desirable. • Experience in developing queries/reports using the technology Telerik Suite is desirable. • Working experience in the United Nations or similar international organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Fluency in another UN official language is desirable.
