ORGANIZATIONAL CONTEXT

In September 2015, WFP opened an multi Country Office (mCO) in Suva, Fiji, to lead and support emergency preparedness in three sectors - Food Security, Logistics, and Emergency Telecommunications - across the Pacific Islands. On 30 November 2016, the Emergency Telecommunications Cluster (ETC) for the Pacific was officially activated under the structure of the Pacific Humanitarian Team, with WFP as lead.

WFP has been actively working since on ETC preparedness activities in the Pacific Island region by coordinating and managing the IT response to emergencies and engaging in national capacity strengthening activities.

To support the ETC preparedness and response efforts in the region under its new Pacific strategic plan, the WFP Pacific Multi Country Office is looking for an IT Operations Officer / ETC Coordinator. The incumbent will be responsible to lead and coordinate IT emergency preparedness and response activities, and lead IT support for the Country Office.

JOB PURPOSE

The job has two distinct purposes:

  • To lead the delivery of efficient and effective IT and Telecommunications (TC) services, providing sound, innovative solutions that enable staff to deliver on WFP’s strategy in the Pacific.
  • To lead the ETC preparedness and response efforts in the region. The incumbent will be responsible to lead and coordinate engagement with multi stakeholders in the region, provide technical guidance and daily support to new and ongoing IT emergency preparedness and response activities.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Lead and coordinate the implementation of ICT and Emergency Telecommunications Cluster (ETC) projects and activities.
  • Engage directly with national and international agencies and partners with a focus on National Disaster Management Offices (NDMOs), Ministries of IT and Communications, Telecommunication Regulators and the Secretariat of the Pacific Community (SPC) in emergency telecommunications planning and preparedness activities, including support to NDMOs and line ministries at the country-level to establish and/or strengthen their national emergency telecommunications cluster/working group/committees.
  • Represent the ETC and WFP at inter-cluster coordination groups and other related inter-agency coordination meetings with key stakeholders.
  • Conduct assessments of ICT infrastructure in countries and evaluate gaps and support requirements in the context of IT Emergency Preparedness and Response (EPR) in coordination with local and regional actors.
  • Work with Pacific Island Countries (PICs) and territories to develop their strategies and plans relating to emergency telecommunication systems and related processes in their countries.
  • Identify funding requirements for Pacific ETC projects and work closely with RBB IT EPR and Finance, to prepare the ETC and IT budgets for the Pacific, track and monitor expenditure against forecast.
  • Contribute to the establishment and review of the WFP Country Strategic Plan (CSP) and budget revisions, to reflect IT and ETC emergency and preparedness country activities planned.
  • Liaise with Global ETC and WFP Communication officers to ensure that relevant content for the Pacific is shared on internal or external platforms and other social media channels.
  • Establish links with private sector entities with objective of strengthening emergency telecommunications preparedness and response capacity in the region.
  • Coordinate and prepare reports on ETC and IT activities, investments and costs, identifying trends/issues and proposing solutions to increase cost-efficiency.
  • Develop and maintain IT/TC systems and networks, ensuring appropriate data security and access controls considering both local and wide area network issues; and enabling users to get maximum benefits from them.
  • Develop technical specifications and tender documents, and manage contracts with service providers, to facilitate procurement of IT/TC equipment and services at minimum cost, in line with WFP rules and regulations.
  • Maintain technical expertise and knowledge of industry developments and develop skills within specific areas of competence.
  • Provide advice to managers and users to resolve complex issues, understanding their needs and ensuring IT policies, procedures, systems and tools are correctly applied to support them.
  • Lead and motivate a small team, monitoring performance, providing coaching, training and guidance to ensure appropriate development and enable high performance.
  • Build capability of staff, collaborating with colleagues in the IT division to design and deliver corporate training policies and programmes aimed at developing skills/knowledge in ICT and ETC.
  • Contribute to emergency preparedness and contingency planning, providing technical recommendations and monitoring the management of risks, so that WFP can maintain basic IT services and/or quickly respond and deploy resources to affected areas at the onset of a crisis.
  • Contribute to ETC, or WFP ICT, Emergency Operations in the Pacific region when required, and participate in the development of Inter-agency Emergency Preparedness Plans, Humanitarian Response Plans (HRP), budgets and Concept of Operations (CONOPS).
  • Perform other duties as required.

QUALIFICATIONS AND KEY REQUIREMENTS

EDUCATION:

  • Advanced university degree in Computer Science or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

EXPERIENCE:

  • At least 5 years of progressively responsible professional experience in field operations and/or project management.

LANGUAGE:

  • Fluency (level C) in English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

MORE ABOUT YOU

  • Experience managing projects and collaborating with various actors in a humanitarian response setting.
  • Knowledge of IASC policies related to Cluster activity as well as broader UN humanitarian principles on emergency preparedness and response
  • Has assisted in the development of IT governance strategies, policies and system architecture at a HQ and field.
  • Has acted in IT advisory capacity to Country/Sub Office leadership.
  • Has participated in the negotiation, evaluation and management of IT contracts with service providers at HQ and field office.
  • Has developed business cases that capture project life-cycle costs, benefits, and risks for the purchase of IT service or equipment.
  • Has keen ground-level experience leading the implementation of IT and telecoms systems in emergencies.

TERMS AND CONDITIONS

  • This is an International Professional position and candidates must be a national of a country other than the country of assignment.
  • Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
