ORGANIZATIONAL CONTEXT

WFP has been supporting 1.4 million people in Cox’s Bazar, Bangladesh: 862,000 Rohingya refugees and host community Bangladeshi under the L3 emergency operation. The 2020 Joint Response Plan seeks to strengthen protection and solutions for Rohingya refugee women, men, boys and girls; deliver quality, life-saving assistance to people in need; foster the well-being of communities in Ukhiya and Teknaf Upazilas; Multi-sector assistance including food, water and sanitation, shelter, and access to healthcare and education will continue and be improved in 2020 for Rohingya refugees. WFP Bangladesh launched Building Blocks in March 2020, with a vision to eventually deliver all assistance via this online transfer management platform. Building Blocks currently serves over 60% of the refugees with food assistance through WFP’s e-voucher outlets.

JOB PURPOSE

To coordinate and support Building Block scale-up across all WFP e-voucher outlets and other programmes, as well as provide operational support for potential inter-agency initiatives

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall mentorship and supervision of the BB Operations Expat, the IT Operations Officer will be responsible for the following duties:

  1. Support the overall operations of Building Blocks in Cox’s Bazar, both from perspectives of systems and user experiences
  2. Support coordination and follow-up of relevant business units (e.g., Programme, ETS, CBT Retail, Administration, etc.)
  3. Work particularly closely with ETS to ensure consistent and reliable network coverage of BB areas, including regular connectivity testing
  4. Support in detection and troubleshooting of field-level issues (e.g., poor connectivity, BB application issues, power issues, etc.)
  5. Identify and recommend long-term solutions to recurring field-level technical issues
  6. Support the management of BB’s fleet of devices, including technical troubleshooting, maintenance, quality checks, software updates, deployment tracking, etc.
  7. Provide user support and training on the Building Blocks platform (e.g., new WFP users, retailers, potential inter-agency partners, etc.)
  8. Act as Building Blocks user administrator
  9. Build clear work plans to achieve specific outputs
  10. Maintain the policies and procedures to ensure consistent network services, uptime, regulatory compliance, and data protection (backup, disaster recovery plan).
  11. Preparing drafts & SOP, training materials, and conducts technical presentations to end-users.
  12. Support BB overall implementations, WFP, and other partner organizations/agencies.
  13. Data analysis, Support BB – SCOPE integration and
  14. Perform any other duties, as the need arises.

STANDARD MINIMUM QUALIFICATIONS

Education: Masters or bachelor’s in computer science or any other relevant field.

Experience: Minimum 8 years of experience in the relevant field with 5 years at the professional level is essential. Required experience in the field of IT networks LAN/WLAN, WAN and infrastructure, MDM, android based devices, field coordination/operations, soft managing teams and experience preferably UN. Project management certificate (Prince2 or PMP), Network Certificate (CCNA or higher) and Information Security Certificate will be an asset.

Language: Fluency in both oral and written communication in English and Bangla.

Knowledge and Skills : Experience in a solid grasp of the internet and local ISPs.
