You have:

- Minimum of 3 years of experience working in international humanitarian organizations.
- Operational English command (both oral and written), Arabic and Kurdish are highly desired. Other UN languages a plus.
- Experience analysing service management results and development of service enhancement recommendations.
- Experience participating in business process re-engineering efforts and identified service management improvements.
- Experience participating in country office procurement/budgeting process.
- Experience in providing digital advisory services and technical assistance for government and humanitarian partners.

ORGANIZATIONAL CONTEXT AND JOB PURPOSE
The United Nations World Food Programme (WFP) Iraq Country Office is looking to enhance the volume of Cash Based Transfer rollouts and general support to Beneficiaries, Cooperating Partners and Retailers, introducing a continuous service management structure.
The new Beneficiaries’ database will be developed on at Country Office level. In the field, distribution lists will be made available at field offices, all of which have been established to register Beneficiaries in Iraq.
WFP introduced the SCOPE system as a corporate beneficiary and transfer management platform, which is applicable for all the modalities – in-kind, cash and vouchers. SCOPE is an online application to manage assistance from beginning to end, including registration of beneficiaries with biometrics, creation of distribution lists for partners and export of invoices for retailers. WFP Iraq aims to apply SCOPE to electronically register beneficiaries.
KEY ACCOUNTABILITIES (not all-inclusive)
Within delegated authority, the Staff Member is in charge of the liaison with:
- Programme: To ensure that all beneficiaries are successfully migrated to SCOPE;
- M&E: to provide evaluation reports and provide beneficiaries’ details;
- Country Office ICT: providing bi-weekly reports on the SCOPE status;
- SCOPE Support in Sub and Area Offices: collecting concerns, lessons learnt and providing technical assistance as required.
Rollout:
Within delegated authority, the Staff Member drafts implementation plans of the SCOPE platform in different locations.
Planning:
- The Staff Member plans for SCOPE resources, equipment needs and IT micro-assessments.
- S/he is in charge of the SCOPE stock and delivered equipment, keeping track of current and future requirements.
- S/he reviews SCOPE Standard Operating Procedures, designs training materials and delivers training sessions for Area Offices, Sub Offices and Cooperating Partners.
Communication: The Staff Member is in charge of the communication for the Iraq SCOPE Team, drafting communication materials.
Other duties
- Install WFP-standard SCOPE hardware and software, such as offline workstations, Point of Sales, webcams and fingerprint readers; as well as applications and programs, utilities and auxiliary software.
- Maintain visibility on inventory including equipment assigned to Cooperating Partners and retailers .
- Perform analysis, diagnosis, and resolution of SCOPE issues for end-users (Retailers, Registrars, CPs etc.), implementing corrective solutions as required.
- Monitor technical complaints raised by different stakeholders and provide regular feedback after resolving.
- Support all technical processes during new interventions rollout through SCOPE, and capture lessons learnt
- Communicate regularly with SCOPE support team and maintain visibility on issues statuses.
- Process and streamline the implementation of SCOPE technical changes;
- Conduct assessment missions to properly benchmark the availability of power , connectivity,etc in different governorate locations.
- Participate in data review and cleansing and support the data and business analysis team to provide user-centric reporting.

Planning and organising: Allocates appropriate amount of time for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary.
Strategic Account Management: Proactively engages key stakeholders at existing/potential client sites to gain an understanding of how WFP can best serve as a strategic partner in meeting future business needs.
Teamwork: Works collaboratively with peers and supervisees alike.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in a related functional area.

Terms and Conditions
Grade: Level 6
Contract: Service Contract
Duty Station/travel: Erbil with frequent travel inside Iraq.
Salary: Starting at USD 2307 per month.
Medical Plan: Internationally valid medical plan for the staff member, spouse and dependents children under 18 years
Annual leave: 30 working days per annum
