Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ARE YOU UP TO THE CHALLENGE?

We are seeking a qualified individual for the position of IT Operations Associate , SC6 Arua. The selected candidate will be employed on a short-term contract of twelve (12) months.

ORGANIZATIONAL CONTEXT

The WFP Uganda country office Country Strategic Plan 2018-2025 supports the Government's work to achieve Sustainable Development Goals 2 (Zero Hunger) and 17 (Partnership for the Goals). WFP maintains an emergency response capacity and supports the Government in hosting the growing number of refugees, addressing the causes of food insecurity and malnutrition, and improving the social protection system. Digital transformation is one of the organization’s top priorities and in the Uganda country office (UGCO) the TEC division provides Information Technologies that improve the efficiency and effectiveness of WFP operations as well as allows the organization to measure change quality and impact of WFP’s programmes in Uganda. This position is in the Beneficiary Information and Assistance Services team of the TEC unit and the incumbent will assist the Business Transformation Officer to continue the UGCO digital transformation journey by deploying appropriate digital technologies to support the programme and realize the objectives and outcomes of the country strategic plan by maximizing the value brought by IT digital solutions through understanding business and end-user requirements, suggesting solutions, prioritizing the work to be done and overseeing implementation. The position aims for IT digital solutions which achieve the highest quality in terms of technical usability, user acceptability, and domain suitability

JOB PURPOSE

The role will be responsible for the daily coordination of the technical implementation and operations of the Digital Assistance Services (DAS) in accordance with the technical guidelines and involvement of all relevant stakeholders across the Arua Area Office and the Country Office Technical team.

KEY ACCOUNTABILITIES

  1. Map existing data infrastructures, data sources, data flows, and prepare raw data from multiple sources for analysis and presentation on the Business Intelligence dashboard.
  2. Extract, transform and load data between systems, execute data quality improvement routines on data before it is ingested into WFP transfer systems.
  3. Provide support to WFP partners with WFP systems like SCOPE, work with WFP regional and HQ support teams to escalate operational issues and bugs, suggest improvements to systems by logging change requests.
  4. Coordinate technical implementation and operations of Digital Assistance Services (DAS) in the area office, ensuring involvement of all relevant stakeholders as required.
  5. Engage with CO colleagues to support in identifying requirements, operational design, budgeting, planning and deployment of technology solutions and systems to support DAS in the AO, particularly with respect to cash-based transfers.
  6. Capture, document, and analyze (i.e., through diagrams, flowcharts, data models, user experience designs, storyboards) AO business requirements for DAS. Identifying workable existing solutions or escalate to CO and follow up for potential resolution.
  7. Test and analyze digital solutions and document how they meet business requirements for quality and accuracy.
  8. Supporting IT assessments to assist informed DAS-related operational decision making.
  9. Identify learning needs and support capacity building initiatives for DAS on new functionalities aimed at building solid digital assistance expertise amongst colleagues and partners for the use of WFP’s DAS.
  10. Provide technical documentation for systems, processes, and data visualizations.
  11. Perform other duties as requested by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in Computer Science, Information Technology, Software Engineering, Information Systems or related fields Experience:

  • At least 3 years’ experience in data analysis, data product/solution development, technology-focused teams.
  • Experience with data visualization tools such as Tableau, PowerBI, or HTML5.
  • Experience working with teams and team processes

Language: Fluency (level C) in the English language.

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge and Skills:

  • Knowledge of data visualization tools such as Tableau, PowerBI, or HTML5.
  • • Skills in software development tools like Python, C and Java desirable
  • • Skills in database languages like SQL desirable

Identifies recurrent issues to propose long-term solutions. Procurement and Contract Management Able to conduct a cost-benefit analysis of alternative technologies and vendor service level agreements to consolidate options and assess suitability.
