JOB PURPOSE

This position will provide services for Latin America and the Caribbean country offices, reporting directly to the Information Technology Solutions National Officer:

  • Coordinate and guide colleagues and manage projects and maintenance and support activities in the field of information technology (IT), with emphasis on the area of Cybersecurity, so that the provision of IT services is effective.
  • The IT Operations Associate - Cybersecurity is the technical advisor to the IT Cybersecurity and Infrastructure services team; works closely with the helpdesk, different service units, end users and other WFP units (at regional level, Headquarters and Country Offices) to understand the needs of the organization and develop requirements and specifications for systems and services according to their priority and criticality.
  • Perform the functions of responsible for the TEC area for Panama (OIC), in case the IT Operations Associate is not available.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. Desirable bachelor's degree in Computer Science, Engineering or other equivalent field.

Language: Command, spoken and written, of the Spanish and English languages.

Experience: Minimum of five (5) years of experience in the area of technology, implementing solutions in the area of technology and developing policies and procedures in the area of Information security.

Knowledge & Skills: Knowledge of ISO 27001 and Cybersecurity standards (NIST, ISO 27032, etc.).

KEY ACCOUNTABILITIES

  1. Assist in infrastructure and cybersecurity activities to ensure the functionality of infrastructure and end-user facing services provided by the Regional TEC Unit. Ensure that individual and collective objectives are met in accordance with all relevant provisions and policies.
  2. Identify opportunities for improvement and optimization of both methods and processes and systems including but not limited to task automation, reporting and controls for cybersecurity and end-user services as part of the continuous improvement initiative.
  3. Provide support to the coordination of the implementation of new solutions to provide WFP internal clients, with the tools they need to perform their duties effectively.
  4. Assist the Infrastructure Lead in the installation and maintenance and perform of software, hardware and telecommunications systems, such as specialized network monitoring and system protection, to ensure that technology is operating effectively and in accordance with standard operating procedures.
  5. Perform technology risk assessments as well as review TECI team reports associated with infrastructure vulnerabilities, analyze data and produce accurate reports in order to recommend IT Security solutions in support of informed decision making.
  6. Provide guidance and deliver technical training to the region's IT staff and standard to end users of cybersecurity technologies and commonly used systems to promote skills strengthening and assist WFP internal clients in performing their jobs.
  7. Write standard materials, such as technical documents for IT staff or intended for end users, to ensure that staff have access to the information they need about IT services and products.
  8. Follow established emergency response processes and procedures, as necessary, to help create conditions conducive to meeting emergency food assistance needs.

DESIRABLE TECHNICAL SKILLS

  • Extensive knowledge of computer systems, including complex troubleshooting, administration and network design. Good analytical skills are needed to solve problems, as well as good management skills to supervise assistants. Excellent communication skills are essential. The position also involves documentation skills.
  • Technical ability and skills in the following areas:
    • Hardware and software configuration: the IT specialist needs strong knowledge of hardware and software configuration for servers, networks, computers and peripherals. Cloud data center management skills (Azure/AWS) highly desirable.
    • Information Security: this role requires extensive familiarity with information security practices and procedures and their platforms to protect the organization's data from intrusion or corruption.
    • Problem solving skills: troubleshoot network, computer and device problems using creativity and technique.
    • Communication skills: effective verbal and written communication skills are vital in this role, as IT specialists work directly with users and IT department personnel.
    • Knowledge and experience in technology security penetration testing assessments, interpreting data associated with these reports and ability to eliminate or mitigate vulnerabilities associated with these reports.
    • Ability to perform technology risk assessments and assist in remediation and mitigation.
    • Positive attitude and proactivity to face the challenges and difficulties of the position and the ability to work under pressure.

Type of Contract: Fixed Term

Level: General Service level 5

Duration: 12 months.

This position is open only to Panamanian citizens or residents with permanent work permit.

Fixed-Term appointments are for a continuous period of one year or more and shall have a specified expiration date. The initial appointment is subject to a probationary period of one year.
