ORGANIZATIONAL CONTEXT

With the recent increase in needs due to the ongoing conflict in Tigray, WFP Ethiopia is scaling up operations to respond. The Tigray region is also facing a total blackout of telecommunications hence creating a need for WFP to maintain an efficient communications system for the increasing demands.

JOB PURPOSE

The situation in Tigray has deteriorated recently due to the increased fighting between the warring parties leading to increased humanitarian crises. With the ongoing peace talks, there is a huge potential of scale up which involves expansion of WFP operations in Tigray resulting to an increased demand from support units such as TEC. In order to cope with the augmented requirements, we need to reinforce the Tigray region IT unit with experienced staff. The post will be based in Mekelle and overseeing WFP TEC response in the region. He / She will complement the team and be responsible for the daily management of TEC operations and WFP interventions in Tigray.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to the development of plans and budgets and manage the deployment of IT/TC systems aligned with business needs, in accordance with WFP corporate standards.
  2. Monitor and maintain IT/TC systems and networks, ensuring controls in place to ensure cyber security and access considering both local and wide area network issues; and supporting users to get maximum benefits from them.
  3. Install and configure new computer hardware for improving and upgrading system performance; contribute to technology upgrades as required.
  4. Contribute to technical specifications and tender documents that support the procurement of IT/TC equipment and services at minimum cost, in line with WFP rules and regulations

9.Interact effectively with internal and external colleagues and user groups to understand their needs and provide appropriate technical support.

10. Follow standard emergency preparedness and contingency planning practices to ensure WFP is able to maintain basic IT services and/or quickly respond and deploy resources to affected areas at the onset of a crisis.

11. Guide and support any HR initiatives to hire local staff under TEC to augment the team throughout the duration of the response.

12. Contribute to Digital solutions, CBT for beneficiary interventions management.

13. Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Post graduate university degree in computer science, information systems and any other IT related fields. Experience: At least 5 years of progressively responsible professional experience in the planning, design, development, implementation, and maintenance of IT systems. Proven effective, hands-on IT experience and in emergencies. Knowledge and Skills: Experience with standard WFP software packages and systems. General, UN system policies, rules, regulations, and procedures. Languages: English - Fluency in both oral and written communication.
