!*!Objectives of the Programme

The Department of Administration and Finance provides region-wide support on the full range of administrative, financial, Information Technology, personnel, and procurement matters.

The Information Technology and Communications unit provides oversight and support to Regional and Country Offices in the region on the effective management of ICT services, including assessment of needs, planning, implementation, monitoring, and evaluation. To formulate and maintain security and quality assurance policies, procedures and standards, as well as strategies and workplans for ICT and to ensure that all staff members in the region have timely and reliable access to information systems. The ICT unit also provides advice and support to member states in regards to ICT aspects of their national health programmes.

Description of Duties

Under the direct supervision of Information and Communications Technology Manager the incumbent will be responsible for the following:

1. Support the Information and Communications Technology (ICT) operations in the Regionaland Country Offices:

-Support and manage Regional HelpDesk to serve Country Offices,and technical and business unitsin SEARO, implementsupport processes in line with GlobalService Desk standards and procedures.

-Assess the support needs and levelof ICT support in CountryOffices and in SEARO, recommend and implement measuresto improve qualityand effectiveness of ICT support.

-Analyze Help Desk requests, resolution times, and support trends and adjust support processes and resource allocationto ensure continuous improvement of supportquality.

-Train ICT focal pointsand outsourced ICT support providers in Country Officeson effective supportof WHO ICT systems in linewith established supportprocedures and organizational standards.

-Coordinate withGlobal Service Desk on the implementation and streamlining of regional supportprocess to ensure proper handlingof service requestsand effective escalation path.

2-Ensure standardized and reliable ICT infrastructure in the Regionaland Country Offices:

-Assist in ICT Infrastructure implementations in Country Offices,recommend and supportmigrations of systemsand equipment to meet organizational ICT standards.

-Support in planning and implementing appropriate computing and telecommunications facilities in all SEA offices to meet technical and business units’ needs.

-Implement and support the rollout of Global ICT projects in the region.

-Implement and manage monitoring systems for all components of ICT infrastructure, in line and integrated with global monitoring systems, ensure continuous monitoring and analysisof infrastructure, networks and connectivity systems performance, and report and escalate to Global Service Desk (GSD) as required.

3-Assist and manage the work of the ICT Infrastructure and Customer Support teams at the Regional Office:

-Coordinate the work and identify priorities for both teams.-Provide guidance and advice to staff in both teams and assess their performance and technical capabilities.

-Administrate staff in both teams including attendance, leave administration and PMDSs.

-Identify training needs of staff in both teams and ensure updating of their technical skills as required to handle their duties.

4-Act as the Information Security focal point for the SEA regionand ensure implementation of IT Securityplan at the Regional and Country Offices,in close coordination with Information and Communications Technology Manager and HQ:

-Implement securityprocesses in accordance with global securitypolicies and guidelines.

-Ensure application of latest operating systems and securityfixes and patcheson all userscomputing equipment and ICT infrastructure components in a timely manner.-Implement IT security measures, firewalls, antivirus infrastructure, access controls, and update andmaintain these measureson an on-going basis.

-Assist in coordinating ICT security awareness activities at the Regional and Country Officesin consultation with Information and Communications Technology Manager and the CISO at headquarters.

-Perform regular IT security tests and audits in SEA offices and ensure adherence to the organization’s IT and Information Securitypolicies and procedures.

5-Provide supportto emergencies in the region,in close coordination with Health Emergency Units at SEAROwith and Headquarters ITT teams, to ensure IT and Telecommunications systemsand equipment are available and up to date.

6. Perform any other relatedduties, as required.

Required Qualifications

EDUCATION

Essential: University degree in computer sciences/engineering, telecommunications, electronics or other relevant discipline, with specialized training in various IT technical areas such as Cisco networking and Microsoft Active directory

Desirable: Certificate in IT service delivery and project management such as ITIL, Prince2 or PMP.

Experience:

Essential: At least 2 years of experience, in implementation and management of complex information and communications systems and services, IT infrastructure administration and IT security, at a regional level and in geographically dispersed offices.

Desirable: Experience with computer networks, computer architecture development, telecommunication systems, data base management systems and major programming languages. Experience of developing countries

Skills

Demonstrated managerial and supervisory skills. Knowledge of the principles, theories, practices and techniques for managing the activities relating to planning, managing and implementing IT systems and services for the office. Knowledge across multiple technical areas such as IT administration, systems analysis/development methods, databases, IT infrastructure management, IT security and business process analysis. Ability to plan and coordinate a wide variety of activities in different IT areas. Good inter-personal skills, staff management and motivation and conflict resolution skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 47,322 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1313 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
