PURPOSE OF POSITION

The International Agency for Research on Cancer (IARC), is the cancer agency of the World Health Organization (WHO) and is based in Lyon, France. The objective of the IARC is to promote international collaboration in cancer research.

The Evidence Synthesis and Classification Branch (ESC) produces the WHO Classification of Tumours, the IARC Monographs on the Identification of Carcinogenic Hazards to Humans, and the IARC Handbooks of Cancer Prevention. For each volume, IARC convenes international, interdisciplinary Working Groups of expert scientists to systematically review the pertinent scientific literature and to develop consensus evaluations and classifications. IARC selects these experts based on their knowledge and experience and the absence of real or apparent conflicting interests

The aim of the position is to support monograph meetings, this includes development, implementation, and maintenance of production version of IARC Monographs Online Database and maintenance and advancement of specialized and secure technology solutions for online systematic review tools.

DESCRIPTION OF DUTIES

  1. Maintenance and advancement of specialized and secure technology solutions for online systematic review tools. These tools include:
  • The IARC Online Publication System (IOPS)
  • The IARC instance of the Health Assessment Workspace Collaborative (HAWC)
  • The IARC Table Builder tool.
  1. Development, implementation, and maintenance of production version of IARC Monographs Online Database (IARC-MonDO), which is currently in MS-Access.
  2. Perform any other related duties as required by the supervisors, Maintenance and advancement of e-commerce components relating to IARC’s e-bookshop.

COVID-19 MEASURES

Due to the evolving situation resulting from the Covid-19 pandemic, and depending on work requirements, this position may be partly occupied remotely, from the home of the candidate selected in the region Lyon, according to the teleworking clause for force majeure currently in force as part of the IARC teleworking policy during this pandemic period.

REQUIRED QUALIFICATIONS

EDUCATION

Essential: Completion of a secondary school education, plus two to three years of specialized studies in computer science, recognized by a diploma (BTS, DUT, license, license pro or equivalent).

Desirable: Formal IT related certifications from recognized providers such as Microsoft, Amazon or Google.

PROFESSIONAL EXPERIENCE

Essential: Minimum of 5 years of full-stack software development experience as an information technology specialist or computer scientist.

Desirable: UN experience or experience in international, inter-governmental work setting with a sound knowledge of rules, practices and procedures. Experience in building cloud applications, preferably on AWS (Amazon Web Services).

USE OF LANGUAGE SKILLS

Expert knowledge of English is essential. Working knowledge of French is desirable.

SKILLS

Essential:

  1. Ability to take initiative and work independently within own area of expertise to troubleshoot and find solutions.
  2. Web development and information technology skills that are compatible with the needs for the tools used by IMO, including:
  • PHP, Python and NodeJS.
  • Excellent knowledge of relational database products such as Microsoft SQL, MySQL, MariaDB, and PostgreSQL.
  • Excellent knowledge of docker and containerized application development.
  • Excellent knowledge of git and using gitlab for source code control.
  • Excellent knowledge of CI/CD pipelines and deploying applications from them.
  1. Excellent organizational skills.
  2. Effective communication skills.
  3. High level of accuracy and attention to detail.
  4. Strong collaborative skills in a multidisciplinary team.

Desirable:

  1. Specific knowledge of using gitlab-ce is highly desirable.
  2. Excellent knowledge of deploying and operating web applications in AWS
  3. Knowledge of Infrastructure as Code and DevOps working practices.
  4. Experience of using Agile methodology to deliver project goals.
  5. Specialization in digital publishing, Scientific, Technical and Medical (STM) publishing, or medical informatics.
  6. Familiarity with of Stripe payment platform or similar service(s)
  7. Familiarity with Heroku PaaS or similar service(s)
  8. Familiarity with Sendgrid SaaS service(s)

OTHER SKILLS (IT SKILLS)

Excellent knowledge of Microsoft 365 package and other related software and development tools.

REMUNERATION

The fixed remuneration for the above position currently amounts to EUR 3,544 per month, and is expressed net of income tax but before deduction of the employee share contributions for mandatory participation in the United Nations Joint Staff Pension Fund (UNJSPF) and in the Organization’s private insurance plans covering health, accident, illness and disability.

Other benefits include different types of leave and allowances for dependent family members.

Employment status is that of an international civil servant.

Note: due to the legal status of WHO/IARC as an international organization, its staff do not contribute to and do not generate benefits in French mandatory schemes for health insurance (“assurance maladie”), pension (“assurance vieillesse/retraite or unemployment (“Pôle-Emploi”) throughout their period of employment with the Agency.
