Background

UN Women, the UN Entity for Gender Equality and the Empowerment of Women has been created to accelerate up the process of meeting the needs of women and girls across the world. UN Women supports UN Member States as they set global standards for achieving gender equality and works with governments and civil society to design laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide. It works globally to make the vision of the Sustainable Development Goals a reality for women and girls and stands behind women’s equal participation in all aspects of life.

This gender inequality fuels the high levels of violence against women and girls (VAWG), which remains one of the widespread human rights abuses in Tajikistan. Violence against women in Tajikistan is pervasive, and a large proportion of married women throughout Tajikistan report experiencing spousal violence. In addition, the magnitude of violence against women and children is underestimated, partially because prevalence estimates come from administrative data used by health or justice systems and partly because of the widespread beliefs that lead many people to see violence as a norm rather than a problem demanding attention. Exact figures are not available due to the lack of a centralized data collection system, and a lack of disaggregated data designating the relationship of the perpetrator to the survivors of violence. Inconsistent and uncoordinated methods of data collection and insufficiently detailed publicly accessible data on incidents and causes of domestic violence make it difficult to establish a baseline against which to measure progress in protection and prevention of domestic violence and assess which policies are effective and worth pursuing.

The Joint Spotlight Initiative (SI) (EU/UN) brings the resources to leverage the increasing political will to strengthen institutions and to engage civil society to significantly increase and expand on the EVAWG efforts done to date. Building on European Union’s (EU) “commitment to gender equality, human rights, the empowerment of women and girls and the eradication of gender-based violence” it will contribute to a new way of collaborating to fill important legal gaps and institutional needs and change the norms and perceptions that will address root causes of VAWG and prevent it, while supporting women and girls - survivors of violence, in a holistic and impact-oriented manner.

Through interventions of SI’s Component 5 “Data”, service providers, including NGOs/NGOs and women’s rights advocates, will have strengthened capacities to regularly collect data related to VAWG in line with international standards. This means that data collected will be disaggregated by type of violence, perpetrator, categories of violence against women and girls; disaggregation by sex, age and relationship between victim and perpetrator, ethnicity of the survivors of violence, and the number of complaints received, legal and other types of aid rendered, and sentence imposed on perpetrators will be registered. The prevalence and incidence data on VAWG will be easy to analyze and be made publicly available to inform evidence-based decision making.

UN Women in Tajikistan seeks for IT Data Specialist to support development and installation of data management system on violence against women cases for NGOs in 6 districts (IT Data Specialist). The Specialist will cooperate closely with EXPERT ON VAW DATA MANAGEMENT (also to be hired by UN Women).

Objective

The objective of this assignment is to strengthen technical capacity of women's rights NGOs to collect incidence data, including qualitative data, on VAWG for evidence-based monitoring and reporting.

Duties and Responsibilities

Scope of Work

During this assignment, the IT Data Specialist (column #1 below) will support Expert on VAW Data Management (to be hired by UN Women, column #2), in strengthening technical capacities of NGOs through:

#2. The Expert *on VAW Data Management (**to be hired separately by UN Women) will lead the programmatic process and cooperate with IT DATA SPECIALIST ON VAW on development the data system*

I. IT DATA SPECIALIST will support development of the methodology by Expert on VAW Data Management (see column ?2) on VAWG data management for NGOs, mainly from technical implementation viewpoint.

This stage requires constant consultations with Expert on VAW Data management at each step of methodology development.

  • Assessment of existing processes and identification of needs on VAWG data collection and management in NGOs.
  • Systematization and formalization of requirements on VAWG data management.
  • Identification of key classifiers, indicators, and VAWG-specific metadata to collect and report on by CSOs.
  • Identification of standard reporting templates (both regulatory and internally used reports).
  1. his expert will develop the methodology on VAWG data management for NGOs, including classifier by indicators and client ID coding, monitoring options and possibility to track data dynamics on the Cloud platform (google or suitable option)

II. IT DATA SPECIALIST will support development of the VAWG data management process by:

  • Development of an electronic data capture system with required functional components as identified in previous phase through implementing secure software development principles and ensuring best user experience.

  • Provide demo of interim version of the software to address potential changes in the requirements in a timely manner.

  • Submit a beta version of the system for user acceptance testing (UAT).
  • Action upon feedback received during UAT to finalize the system development.
  • Install the developed system on laptops that will be used in the training.

This expert checks correctness of the process proposed by IT DATA Specialist on data management system and correctness of all indicators and inputs, including possibility for generating data by usage of filter

III. IT DATA SPECIALIST consults Expert on VAW Data Management (see column ?2) on technical approaches in the process of Module preparation

This Expert develops training Module on VAWG indicators for NGOs, including training on testing basic VAWG data management system

IV. IT DATA SPECIALIST acts as a co-trainer to demonstrate the capabilities of the VAWG data management system and administers QA session on the system.

  • Supports development of the training Module by Expert on VAW Data Management (see column ?2) on VAWG indicators for NGOs, especially in the part related to the usage of data management system, and development of user - friendly video tutorial.

Arrangement the 2-day training in Dushanbe on VAWG data management:

  • the expert invites 20 representatives of selected 10 NGOs from 6 target districts of Yavan, Vose, B. Gafourov, Isfara, Rudaki and Hissar;
  • the expert conducts the 2-day training.

Please, note that UN Women will support the training by arrangement logistics and payment travel costs to participants.

V. IT DATA SPECIALIST deploys the VAWG data management system to live, provides monitoring and user counseling

  1. The IT DATA SPECIALIST will install developed data case management system on 10 laptops for target NGOs
  • Install the developed system on the procured laptops.
  • Monitors NGOs, ensuring that trained NGOs started collecting/managing data as per provided standards.
  • S/he will join monitoring visits of Expert on VAW Data Management (see column ?2) and consult on-job data management system use.

Facilitation of monitoring of VAWG data collection and management, ensuring that trained NGOs started collecting/managing data as per provided standards.

Ethical guidelines: Given that the Consultant will touch upon primary data gathering, it is important to ensure that he/she adheres to the standard ethical guidelines and safety recommendations for social research: UN Evaluation Group (UNEG) Norms and Standards for Evaluation in the UN System (2005, updated 2016); UNEG Ethical Guidelines for Evaluation (2008); UNICEF Ethical Research Involving Children (2013); WHO Putting women first: ethical and safety recommendations for research on domestic violence against women (2001); WHO Ethical and safety recommendations for intervention research on violence against women: Building on lessons from the WHO publication “Putting women first” (2016).

Principles of Confidentiality shall be strictly adhered to:

  • information will only be shared internally and externally on a ‘need to know’ basis and only with individuals and/or organisations relevant to the data process;
  • The Experts cannot discuss any case information with family, friends or co-workers;
  • only non-identifying data of individuals will be shared in documents and reports;
  • all written information with identifying details will be kept in password protected documents or in locked/secure space (if printed).

Results:

  1. Measurement and methodologies for VAWG/Harmful Practices’ data collection are improved and strengthened among target NGOs.
  2. The activities will create a framework and capacity that will allow for VAWG/HP data to be regularly collected, analyzed, and used in line with international standards.

  • Financial Proposal: Specify a total lump sum amount for the tasks specified in this Terms of Reference, including travel costs.

Note: UN-women will arrange and pay for logistics and travel costs and accommodation of the participants of the training in Dushanbe as per local market prices.

Candidate should have the ability to quickly produce degree certificates and medical certification (of good health) should they be short-listed in consideration of the consultancy post.

Payment Schedule

Consultant will be paid as per Expected Deliveries (see the table of Section III) upon submission and the acceptance of each deliverable by the time as specified in the financial offer in one 100% payment of the contract amount upon submission and approval of deliverables 1, 2 and 3.

Payment of abovementioned tranches for the services provided will be made upon achievement of expected results and approval of all the deliverables described in the sector III and acceptance of services by the UN Women (PERF) that the services have been satisfactorily performed.

Bank charges related to any payment will be borne by the consultant. No statement of earnings will be issued by UN Women to the consultant. The service provider is responsible for any taxes levied on the monies received under this agreement.
