Result of Service The services of the consultant should contribute to mapping the trade facilitation efforts in the Central Asia through offering extended ICT Single Window tools for the Single Window to governmental controlling agencies and trading community in the countries of the region.

Duties and Responsibilities UNCTAD jointly with UNDP is implementing the Single Window for export and import operations in Turkmenistan based on successful implementation experience in Kazakhstan. In the context of the ASYCUDA Single Window implementation and maintenance projects in Turkmenistan and Central Asia under the general supervision of UNCTAD ASYCUDA Regional Coordinator for Eastern Europe and Central Asia the Consultant will undertake the following duties

- development of back-end ICT solutions for the registration of traders in the Single Window, by creating a separate business unit with limited rights, developed in accordance with the functional/technical specifications developed by UNCTAD. - development of ASYCER back-end tier for Electronic Certificates of Conformity developed in accordance with the functional/technical specifications of UNCTAD and approved by the competent ministry/agency - development of ASYCER back-end for the electronic Declarations of Conformity developed and integrated with Certificate of Conformity in accordance with the functional/technical specifications of UNCTAD and approved by the competent ministry/agency - development of ASYCER backend-application for Electronic Phytosanitary Import Certificates and Phytosanitary Quarantine Permits for the Control of Import of Products developed in accordance with the functional/technical specifications developed by UNCTAD and approved by the competent ministry/agency - development of ASYCER backend Electronic Procedure Permits of Compliance in the Field of Sanitary and Epidemiological Well-being developed in accordance with the functional/ technical specifications developed by UNCTAD and approved by the competent ministry/agency - development of ASYCER backend-application for Permit for import/export of ozone-depleting and other substances and products developed in accordance with the functional/technical specifications developed by UNCTAD and approved by the competent ministry/agency; - participation in testing and finetuning of the developed ICT solutions, for ensuring their conformity with the beneficiary's requirements/

Qualifications/special skills first level university degree, Bachelor, in information technology, computer science or related area Experience of work in ICT sector as front-end and back-end developer of enterprise software products. Experience of design, development, testing and piloting complex ICT applications. Experience in Experience in Java and Angular programming language is required. Experience in providing IT services to government organizations related to import-export operations or working in public sector will be considered a strong advantage. Experience with customer support such as help desk or customer support. Knowledge of PHP, SQL, Linux, HTML, server programming, PostgreSQL, ORACLE and database information system will be considered as a strong advantage Experience of development Single Window and e-Customs ICT applications is a strong advantage. Experience of working in international environment is an advantage. Experience of working in the transition economies region would be an advantage
