Result of Service The Consultant's work will help to assure the high quality of new ICT tools aimed at enhancing the UNCTAD ASYCUDA Single Window and e- Customs system contribution to implementation of trade facilitation measures in the Central Asia region

Duties and Responsibilities UNCTAD ASYCUDA Programme is implementing projects in the Central Asian region on introduction of Single Window systems with a view to further extending customs contribution to trade facilitation measures, Under the general supervision of UNCTAD ASYCUDA Regional Coordinator for Eastern Europe and Central Asia, the incumbent will undertake following duties - Quality assurance of frontend and backend Single Window components in order to comply with the beneficiary requirements and high-level standards for governmental ICT systems;. - Testing of intermediate front end and back-end versions of the registration of traders in the ASYCER backend, by creating a separate business unit with limited rights, developed in accordance with the functional/technical specifications developed by UNCTAD. - Testing of the second version of ASYCER backend and front end application for Electronic Certificates of Conformity developed in accordance with the functional/technical specifications of UNCTAD and approved by the competent ministry/agency - Testing of the second version of ASYCER backend and front-end Declarations of Conformity developed and integrated with Certificate of Conformity in accordance with the functional/technical specifications of UNCTAD and approved by the competent ministry/agency - Testing of the second version of ASYCER backend and frontend application for Electronic Phytosanitary Import Certificates and Phytosanitary Quarantine Permits for the Control of Import of Products developed in accordance with the functional/technical specifications developed by UNCTAD and approved by the competent ministry/agency - Testing of the second version of ASYCER backend and front-end Electronic Procedure Permits of Compliance in the Field of Sanitary and Epidemiological Well-being developed in accordance with the functional/ technical specifications developed by UNCTAD and approved by the competent ministry/agency - Testing of the first version of ASYCER backend and front end application for Permit for import/export of ozone-depleting and other substances and products developed in accordance with the functional/technical specifications developed by UNCTAD and approved by the competent ministry/agency; - Preparation of technical testing reports, participation in debugging/finetuning of the Single Window components by the developers' team

Qualifications/special skills Bachelor in ICT technology, IT engineering or similar field Experience in the area of quality assurance of complex ICT systems. Experience in quality tests planning and conducting, preparing recommendations for improving ICT products and familiarity. Experience of work with QA tools and programming languages. Experience in providing IT services to government organizations related to import-export operations or working in public sector will be considered a strong advantage. Experience of testing Single Window or e-Customs systems is a strong advantage. Experience of work in international environment is an advantage. Experience of work in countries with transition economies is an advantage
