Result of Service The services of the consultant will support the mapping of trade facilitation through the Single Window web applications in in Turkmenistan. and potentially in other Central Asian countries

Duties and Responsibilities UNCTAD, jointly with UNDP, is implementing the Single Window for export and import operations in Turkmenistan, In the context of the ASYCUDA and Single Window implementation and maintenance projects in Turkmenistan and Central Asia under the general supervision of UNCTAD ASYCUDA Regional Coordinator for Eastern Europe and Central Asia the incumbent will undertake following duties

- Technical management of the installation of the ASYCER module and the TM Web Portal for export-import operations software for all phases of the system development

- Development of the first version of the Ministry of Internal Affairs TM Single Window Portal's submenu of the Licenses and electronic permits menu (Permit for the import, export and transit of civilian weapons), testing completed - Development of the first version of the Migration Service submenu from the Licenses and electronic permits on Turkmenistan Single Window Portal's menu (Border crossing procedure), testing completed - Elaboration of the second version of the State service of seed production and variety testing's application for the Certificate of Conformity through the web portal including minimum requirements, accessible through the dashboard, testing completed - Development of the first version of the State agency "Turkmenavtoyollary" TM Single Window Portal's menu of the electronic permits (Loading permit and Register of carriers), testing completed - Development of the first version of the State agency "Turkmenaragatnashyk" ("Turkmensvyaz") TM Single Window Portal's menu of the Permission to import radio-electronic means and high-frequency devices, testing completed - Development of the first version of the State Commodity and Raw Materials Exchange of Turkmenistan Single Window Portal's menu for Registration of foreign trade contracts in accordance with the functional/technical specifications developed by UNCTAD and approved by the competent ministry/agency, testing completed - Upload data into the PostgreSQL database directly to/from the main cloud and on-premise data sources for the ASYCER and WEB Portal TM platforms or synchronize data in both directions. Powerful mapping settings to allow PostgreSQL data to be loaded and synchronized with sources of different data structure in the ASYCUDA system.

PostgreSQL database administration to use a message-based protocol for communication between frontends and backends (clients and servers) that is supported over TCP/IP and also over Unix domain sockets.

Qualifications/special skills Bachelor or equivalent in information technology, computer science, engineering, mathematics or related area Experience of work in ICT sector as front-end and back-end developer of enterprise software products is required. Experience of design, development, testing and piloting complex ICT applications. Experience in Java and Angular programming language. Experience in providing IT services to government organizations related to import-export operations or working in public sector will be considered a strong advantage. Experience with customer support such as help desk or customer support. Knowledge of PHP, SQL, Linux, HTML, server programming, PostgreSQL, ORACLE and database information system will be considered as a strong advantage Experience of development Single Window or e-Customs applications is a strong advantage Experience of work in international environment is an advantage. Experience of working in the transition economies region would be an advantage
