Result of Service The Consultant's services should ensure the upgrade and enhancement of ASYCUDA ICT tools for the facilitated Customs processing for humanitarian goods in Afghanistan regions and other post-conflict countries.

Duties and Responsibilities UNCTAD with the support of UNDP Afghanistan is implementing a project on maintenance and enhancement the ASYCUDA Customs Exemptions Module. Under the supervision of the ASYCUDA Regional Coordinator for Eastern Europe, Central Asia and Afghanistan, the ASYCUDA Information Technology Consultant will be responsible for the development of digital solutions for the accelerated customs processing of humanitarian goods to facilitate the assistance of the UN agencies and NGOs to Afghanistan .

The incumbent is expected to undertake the following duties.

- Assisting in development of extended ASYCUDAWorld (AW) solutions for facilitated customs processing of humanitarian goods - Development of functionality in ASYCUDA system to enable generation of Entry Summary Declarations from Air Waybills at Afghanistan regional airports; - Enhancement of AW Exemptions System to facilitate integration of essential commodities for the Afghan regions, subject to exemptions. - Enhancement of ASYCUDA exemptions certificates for their use in clearance process by eligible organisations in Afghan regions; - Enhancement of the ASYCUDA Exemptions System training platform for its use in the Afghan regions; - Providing technical assistance and support during the system upgrade, testing, piloting, roll-out of Exemptions System in Afghan regions, including remedial actions, as required; - Preparing technical trainings of Afghanistan regional focal points for exemptions and humanitarian aid agencies

Qualifications/special skills Academic Qualifications: Bachelor degree in information technology, engineering, mathematics or related area Experience: Minimum 3 years of experience of work in ICT sector as front-end and back-end developer is required. Experience of design, development, testing and piloting complex ICT applications and Java and Angular programming language is required. Experience of working in the transition economies region would be an advantage Language: Fluency in English, knowledge of other UN languages is an advantage.
