Result of Service Objectives, output expectations and performance indicators - Build the OGMP data processing infrastructure using IAAS (Infrastructure as a service) environment in Azure - Create Azure functions to process source data files - Manage and optimize database queries - Create a file upload capability to allow clients transfer data to the OGMP system - Create an OGMP web application to allow clients to upload files and manage them - Enhance the web application to browse GIS information

Specific tasks and responsibilities The Consultant will provide technical backstopping to the OGMP team, with focus on the web application development. In particular, the consultant will: - Coordinate with the IMEO Data Architect to develop requirements for the Web Application - Create technical functional requirements and documentation - Provide user documentation of the application

Duties and Responsibilities UN Environment Programme (Energy and Climate Branch) implements the International Methane Emissions Observatory (IMEO) and Oil and Gas Methane Partnership 2,0 (OGMP2,0), an ambitious reporting initiative to facilitate methane emissions reductions from the oil and gas sector. A consultant is needed to develop a web application in order to allow member companies to upload, insert and manage the OGMP2.0 reports. The web application will also be the focal point of interaction between all the consumers of the data that will be stored in the platform. Moreover it will allow an easier integration with third parties through a library of APis.

The OGMP2.0 is a multi-stakeholder partnership working to improve methane emissions reporting. The updated reporting framework launched in November 2020, is the most ambitious and comprehensive reporting framework for methane emissions from the oil and gas sector. Member companies will report on methane emissions levels from all material sources across the entire oil and gas value chain, including both operated and non-operated assets. OGMP 2.0 is a comprehensive measurement-based methane reporting framework that standardizes rigorous and transparent emissions accounting practices.

Qualifications/special skills Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in an informatic, computational engineering field.

A first-level university degree in combination with four additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: - Experience in building IAAS (Infrastructure as a service) environment within Azure - Experience as developer and cloud based architectures - Web application development experiences - Experience with one or more of the following: , .NET, Java, Java Angular, Python, JavaScript, C or C++ - Azure functions deployment - Experience with relational databases - Knowledge of SQL scripting - Demonstrated best-practice software engineering including some aspects of agile methodologies, unit testing, refactoring, code reviews, continuous build and deployment processes. - Experience with Azure DevOps or in alternative Jenkins, Github, JIRA Language: Fluency in written and spoken English is a requirement. Knowledge of another UN language is an advantage.
