WFP is in the process of centralising and harmonising the management of beneficiary data for its programmes. The country office is establishing the data infrastructure to enable centralised management of beneficiary datasets. Therefore, WFP is recruiting a focal point to oversee beneficiary data management in the country office. This includes gathering business requirements from each of the programme activity managers and enabling the secure transfer, storage, analysis, transformation and processing of beneficiary data as part of programme implementation.

JOB PURPOSE

The Beneficiary Data Manager focal point will be responsible for helping to establish the country office data norms and processes for programmes, including ensuring that beneficiary data is properly and securely imported, cleaned and maintained. The Data Manager will need to work closely with relevant units to ensure that data management tools and processes are calibrated to produce the outcomes needed for each programme assistance cycle.

ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ). The Job holders report to a Head of the Unit, Chief or Information Technology Officer. At this level job holders are expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders are expected to manage resources and coach and coordinate a team of support staff.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Understand the business rules for programme activities in the country office.
  2. Ensure secure and timely ingestion of beneficiary datasets into the central database.
  3. Maintain beneficiary datasets to ensure that information is organised, updated and readily available as needed.
  4. Check the data for accuracy, consistency, authenticity and relevance with programme requirements.
  5. Work with partners to ensure the timely and effective execution of programme activities involving beneficiary data and lists.
  6. Implement business rules for cleaning, de-duplicating, cross-checking and preparing beneficiary lists.
  7. Provide direct technical assistance to WFP staff and partners as needed for overall better management of beneficiary data.

DELIEVERABLES

  1. Setup of secure transfer and storage processes for beneficiary data.
  2. Documentation of business rules applied to beneficiary data for programmes.
  3. Greater harmonisation in terms of the management of beneficiary data across programme activities in the country office.
  4. Centralisation and integration of beneficiary data to enable analytics and business intelligence.
  5. Effective and timely preparation of beneficiary data outputs needed for each CBT, in-kind, service or other assistance cycle.

STANDARD MINIMUM QUALIFICATIONS

Education:

Bachelor of Science in Information Technology, Computer Science or related field.

Experience:

  • Experience at least 6 years among them 3 years working with large data sets and summarizing data for business purposes.
    • Experience (at least 3 years) building data models for master entity management, ETL processes, analyses and dashboards.
    • Familiarity with data warehousing and business intelligence concepts.
    • Experience using visualization tools (preferably Tableau) and creating dashboards.
    • Experience capturing requirements and translating them into insights.

Knowledge & Skills:

  • Data modelling and analysis.

    • Advanced SQL skills. Knowledge/familiarity with PostgreSQL, dbt and git is desirable.

    Languages:

    Fluency (level C) in both Arabic and English.

TERMS AND CONDITIONS

Net Salary Per month: 10,701 ILS / month

Social Insurance: 8.33% on a monthly basis

Duty Station: East Jerusalem

Taxability of Salary: Tax - NOT exempted (Remuneration under SC is not exempt from national or local taxation)

Annual Leave: 2.5 Annual leave days per month

Certified Sick Leave: 2 days per month

Medical insurance: The Medical insurance coverage will be granted by WFP (cost is sharing among the contractor and WFP)

Death and Disability: SC holders must be covered for service incurred disability/injury/death, at no cost.

National holidays: 10 days per year, will be those observed by the WFP office in the country. You will be entitled to holiday days fallen within your contract duration.

Working hours: 5 days a week (Monday to Friday from 8:00am to 15:30pm).
