Organizational Setting

The IT Assistant works under the general guidance of the WHO Representative to Myanmar and direct supervision of the Administrative Officer, WHO Myanmar. The IT Assistant will provide support to the WHO country office on IT support, local IT operations, user and desktop support (hardware and software), and helpdesk. Performs various information technology support duties to ensure the smooth delivery of corporate IT services. Monitors, operates and assists others in IT support and operations.

The incumbent is responsible for understanding the corporate setup, rules, regulations, and policy and fulfilling all the needed competencies, skills and certifications.

Major Duties and Responsibilities

  • Provide first-level support to users regarding hardware, software, network/internet issues and print management.
  • Provide remote support to WHO field users in terms of software installation as per the work requirement and cyber security incident response as guided by EA (ICT).
  • Performs tasks related to scheduled service requests, including equipment replacement, equipment installation/de-installation, software installation, LAN connection, returns to stock, site surveys, etc.
  • Diagnoses and resolves any hardware, software, or connectivity problem with minimum delay.
  • Record service requests and incidents in service desk system as per the SEARO ICT guidelines.
  • Escalates problems/tasks to regional and global service desks as required by established procedures.
  • Detects problem patterns and recommends solutions and perform root cause analysis.
  • Assists EA (ICT) in performing software distribution updates, scripting, testing and support.
  • Assists EA (ICT) in exercising the ICT accountabilities in the country to maximize ICT efficiency and effectiveness and promote the use of ICT to advance WHO’s mission.
  • Assists EA (ICT) in infrastructure support and IT change management with general guidance of SEARO ICT team.
  • Performs other related duties as required.

Work Relations and Partnerships

The IT Assistant will be based at the WCO-MMR Office in Yangon and will work closely with the ICT focal, Executive Assistant (ICT) and Technical Units, concerned departments from third party organizations, local ICT working group and ICT vendors.

Impact of functions

As part of the cyber security response process for WCO Myanmar, the incumbent will assist EA (ICT) in mitigating and responding cyber security incidents on timely basis for WCO Myanmar with the appropriate guidelines. Timely response of cyber security incidents can result in improving WHO users’ experience in terms of information security and cyber security awareness and protect the organization itself from reputational risk. The incumbent will also act as backup focal during the absence of EA (ICT).

Qualifications

Educational background

Essential

Education: Completion of secondary school education.

Desirable

Well recognized industry certifications such as CCNA, Network , ITIL, Microsoft Azure or equivalent

Experience and knowledge

Essential: Minimum 2 years of experience in providing IT support and technical assistance.

Desirable:

  • Experience with Service Desk Ticketing Systems
  • Experience with Identity Management Systems
  • Experience with Microsoft Administrative Tools (SCCM, Active Directory, Print Management etc.)
  • Experience with International and High-Level Conference setup and support
  • Experience with webinar conference setup and support is desirable.

Computer skills

Experience with Microsoft 365 Products and related support

Other skills:

Proficiency in troubleshooting hardware, software, and network issues

Language:

  • Good spoken and written English language.
  • Excellent spoken and written Myanmar language.
