Result of Service Under the supervision of UNEP’s Climate Change Coordinator for Latin America and the Caribbean the consultant will develop a requirement analysis for 14 national electric mobility websites and support the improvement of the MOVE webpage. 1.-National electric mobility website Software Requirements Specification (SRS). The consultant will be responsible for processing and analysing the countries and UNEP regional teams’ needs and developing an analysis of the requirements for an electric mobility website. Specifically, the consultant will: 1.1.- Support UNEP regional team on the definition of the key general functionalities and requirements for an electric mobility website. This definition of functionalities and requirements should consider the different countries needs and possibilities of adoption of these technical requirements by each relevant national agency. 1.2.- Develop the draft version of a website blueprint with the Software Requirements Specification (SRS) of an electric mobility webpage. This solution should be comprehensive in the sense of its replicability by each of the 14 countries that are part of the project. Considering that the technical capabilities of the countries may differ significantly, the definition of the solution’s requirement can be categorized in sequential phases – therefore, allowing agencies with larger constraints to only implement the primary phases with the basic functionalities (MVP- Minimum viable product) and those with less constraints and larger capacities may opt to adopt the complete phases in their entirety. Specifically, the document will contain, at least: - Introduction (Purpose, document conventions, intended audience and reading suggestions, project scope, references) - Overall description (Product perspective, product features, user class and characteristics operating environment, design and implementation constrain, assumption dependencies) - System features (description and priority, stimulus /response sequences, functional requirements, distributed database, client/server system) - External interface requirements (user interfaces, hardware interfaces, software interfaces, communication interfaces) - Non-functional requirements (performance requirements – E-R diagram, normalization-, safety requirements, security requirements, software quality attributes) - Mock-ups and basic user experience (UX) requirements - Software development cost and work plan. - Details for operation and maintenance of the website 1.3.- Present the SRS to the countries to get their feedback 1.4.- Based on the activity above develop the final version of the SRS 2.- MOVE webpage improvement. The consultant will be responsible for developing high level database visualization interface section within the MOVE website. Specifically, the consultant will: 2.1.- Develop a standard and data dictionary for the regional data of electric mobility, highlighting the variables names, typology of variables (example: numeric, categorical, the number of decimals for numeric variables), classification of certain variables in groups, and standardized units of measure used for the variables. Convert current dataset into the developed standard. This will ensure the harmonization of the data to be displayed, will simplify data management, and ensure that future data updates are compatible with historical data.

2.2.- Present a proposal for data visualization interface to the regional UNEP team

2.3.- Develop and implement visualization interface within the MOVE webpage.

Product No. 1: Technical baseline report describing current capabilities and functionalities of public websites of 14 countries. Product 2: Technical report with the website blueprint highlighting the features, requirements and implementation plan (cost and work time estimations) for the development of websites of electric mobility for beneficiary countries . Product 3: Technical report describing the developed data standard for e-mobility regional data and the graphic interface. The report should include the dataset organized into the new developed standard.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The UNEP Latin America and the Caribbean Office (ROLAC), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). Electric mobility is a priority measure for Latin American and Caribbean countries as a means of decarbonizing the transport subsector and reducing dependence on fossil fuels. The transport sector is responsible for nearly a quarter (23 percent) of global energy-related greenhouse gas (GHG) emissions and is growing faster than any other end-use energy sector. GHG emissions from transport are expected to increase by almost 20 per cent by 2030 and nearly 50 per cent by 2050 unless significant action is taken. Limiting the global temperature increase to less than 1.5 degrees Celsius requires changing the trajectory of transport emissions, which involves developing an integrated ecosystem of electric mobility, encompassing various transport modes, accompanied by low-carbon production of electricity and hydrogen, implemented in conjunction with the broader principles of sustainable transport. In Latin America, transport accounted for 67 million tons of Carbon dioxide (CO2) in 2015.

The Latin American and Caribbean region has favourable conditions to advance in the deployment of electric mobility technology, including the high installed capacity based on renewables to generate electricity, the intensive use of public transport buses and the specific impact of the transport subsector in the generation of greenhouse gases, which has led many countries to prioritize the transport sector in their National Determined Contributions.

Despite national efforts to promote electric mobility, this technology is still at an early stage of adoption and has not been able to achieve large-scale deployment. The relevance of a regional approach has been recognized by the countries of the region and evidenced in the discussions and decisions adopted at specialized technical events and high-level ministerial forums, such as in the XXI Meeting of the Forum of Ministers of the Environment of Latin America and the Caribbean, held in October 2018, in Buenos Aires, Argentina. One of the decisions taken on climate change at this meeting establishes the mandate of Governments to promote development, regional collaboration and the exchange of information on national and regional strategies, as well as the formulation of public policy instruments on innovation, clean technologies and sustainable urban transport and mobility. The common interest of the countries to advance the electric mobility agenda, both at the national and regional level, and the alignment of this initiative with the Green Climate Fund (GCF) results framework, led the national designated authorities (NDAs) of 10 Latin American countries to express interest in exploring GCF funding opportunities to support regional efforts and the exchange of experiences in electric mobility. In December 2019, the project "Advancing a Regional Approach to Electric Mobility in Latin America" was approved by the Green Climate Fund, through the Preparatory and Support Program, and was officially presented by the region's ministers during the United Nations Climate Change Conference of the Parties (COP) 25 in Madrid. The United Nations Climate Change Sub-Programme is acting as a partner in the implementation of this project.

The project, "Advancing a regional approach to electric mobility in Latin America" aims to create the right conditions to promote electric mobility through the exchange of experiences at a regional level and the establishment of economies of scale, and concludes with the preparation of funding proposals that can be submitted to the GCF and other international financial sources to implement electric mobility initiatives at a sub-national, national, regional or global level. This project is implemented in 14 countries in parallel. In order to promote and facilitate collective action from public agencies, private sector and civil society in each of the countries within the GCF project, UNEP is seeking to support countries in the early stages of the design of e-mobility websites that can inform actors with the benefits of e-vehicles and provide technical information needed for the implementation of e-mobility initiatives. For these reasons, the Climate Change Unit of the UNEP Latin America and the Caribbean Office is looking for a “IT analyst and programmer” with experience in the development of websites for knowledge and information sharing within a larger communication strategy. This consultant will support the Climate Change Unit in the implementation of the GCF Regional Readiness project “Advancing a regional approach to e-mobility in Latin America”. The main goal of the assignment is to develop the technical blueprint, specification and requirements for the development of a website that provides knowledge and information to key local stakeholders with regards to Electric Mobility within a regional communication framework. The consultant will be supervised by the UNEP’s Climate Change Coordinator for Latin America and the Caribbean and will work from home.

Qualifications/special skills Academic Qualifications: - A first-level degree (Bachelor’s or equivalent) degree in computer science, systems analytic, engineering or related field is required.

Experience: - At least 3 years’ proven experience in management and development of websites/platforms is required, - At least 1 year of proven experience in data analysis, data wrangling, and development of data visualization interface tools is required. - Experience in the development of institutional websites is an asset. - Previous experience working with public agencies is an asset. - Experience in web analytics tools is an asset.

Language: - Fluent ability to communicate in Spanish both written and spoken is required. Competency: - Knowledge and experience web development and tecnologies like PHP, HTML, CSS, JS and libraries, database MySQL, etc is required. - Experience in Wordpress. - Demonstrates integrity and ethical standards. - Mature judgment and initiative. - Absolute commitment to confidentiality. - Ability to work independently and under pressure; take the initiative to judge priorities and organize work accordingly. - Intermediate knowledge and ability to use the set of standard applications (MS Office). - Strong interpersonal skills and highly developed cultural sensitivity to communicate with all levels of staff and external clients, both orally and in writing. - Excellent organizational skills, ability to perform multiple tasks and attention to detail, initiative and independence. - Ability to innovate, combining methodological approaches and data from various levels and disciplines including economics, finance, development, and mitigation
