OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Information Technology Services Department (ITS) provides leadership, direction, and support in the use of information technology (IT) systems and services to support the Pan American Health Organization in carrying out its mandate. ITS is also responsible for information and cyber security across the organization. ITS establishes and maintains IT-related strategies, policies, standards, and procedures. The department ensures the effective and efficient provision of information technology and telecommunication services across a geographically dispersed environment.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Information Technology Services (ITS), and the direct supervision of the Senior Advisor, Applications Development and Support (ITS/AT), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide technical expertise; plan, develop and lead the implementation of technology strategies and roadmaps for the modernization of systems to strengthen the Procurement Funds operations in alignment with the Organization’s Information Technology Strategy;
  2. Oversee and coordinate the work of cross-functional teams to implement the digital transformation roadmap for the Organization’s Procurement Funds;
  3. Monitor and assess the state and operations of platform technologies used by PAHO Procurement Funds to ensure compliance with defined enterprise architecture standards and information security policies;
  4. Provide technical leadership and guidance for the implementation and operations of IT projects in support of PAHO Procurement Funds operations;
  5. Lead the evaluation, selection and day-to-day management and monitoring of IT service providers and commercial solutions;
  6. Manage and monitor digital transformation budgets in coordination with management of ITS and Procurement Funds departments;
  7. Lead the design, implementation and integration of IT platforms and data management environments in collaboration with technical teams and product specialists to achieve optimal execution;
  8. Direct and perform activities related to the administration and maintenance of IT environment to make sure related data and applications operate functionally and efficiently;
  9. Provide technical leadership to implement the operational rules for the Procurement Funds data lake which encompass developing SOPs in coordination with business areas and supervising the operative aspects of the full life cycle of data;
  10. Actively participate in all stages of the applications development lifecycle and change management processes for the delivery of new solutions and the maintenance and upkeep of delivered solutions;
  11. Collaborate closely with all entities involved in the RFV and SF operations to provide IT technical advice, leadership, and strategic guidance in the implementation of scalable and adaptable solutions in alignment with best practices and enterprise standards;
  12. Research and assess technology trends and the practical application of existing, new, and emerging technologies to enable PAHO Procurement Funds business needs, including Artificial Intelligence, Machine Learning and Robotic Process Automation;
  13. Participate in the definition and implementation of training and change management activities related to the area of work;
  14. Provide guidance and monitoring of staff assigned to the Team through setting of clear work objectives, use of performance reviews and feedback mechanisms, regular communications, and solving interpersonal or technical conflicts; supervise staff, provide advice and guidance on issues arising from the day-to-day activities of the team;
  15. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in a computer science related to the functions of the post, and a master’s degree in computer sciences, information management, information technology or a related field from a recognized university.

Desirable: Proven training in IT Project Management, Data Science and Cloud Technologies would be an asset.

Experience****:

Essential: Nine years of combined national and international professional experience in information technology, in areas such as Systems Analysis, Software Engineering, Business Solutions, or similar.

Desirable: A minimum of five years of experience in Financial, Procurement and/or Supply Management Systems would be an asset.

Languages:

Very good knowledge of English, with a working knowledge of Spanish or French or Portuguese.

IT Skills:

  • Demonstrated abilities in MS 365 platform and MS products, as well as other cloud technologies like SaaS, PaaS, IaaS. Experience with MS Azure cloud computing services is essential.
  • Hands on skills working with relational database systems and related technologies, for example, SQL Server databases, Transact-SQL, ADF data factory and business intelligence services. (or similar products).
  • Cloud based ERP experience would be an asset.
  • Relevant proven abilities in User experience (UX) design and technologies and Agile Development methodologies would be desirable.
  • Knowledge and experience with implementing and managing Robotic Process Automation initiatives and technologies would be an asset.

REMUNERATION

Annual Salary****: (Net of taxes)

US$ 75,602.00 post adjustment

Post Adjustment****: 54.1% of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
