OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Information Technology Services Department (ITS) provides leadership, direction, and support in the use of information technology (IT) systems and services to support the Pan American Health Organization in carrying out its mandate. ITS is also responsible for information and cyber security across the organization. ITS establishes and maintains IT-related strategies, policies, standards, and procedures. The department ensures the effective and efficient provision of information technology and telecommunication services across a geographically dispersed environment.

DESCRIPTION OF DUTIES

Under the general supervision of the Director of Administration (AM) and the direct supervision of the Director, Information Technology Services (ITS), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

a) Provide technical expertise; plan and lead the development of technology platform strategies, roadmaps, SOPs, and future state architectures aligned to business objectives and IT goals; define and document the Organization’s overall Enterprise Architecture strategy and create enterprise architecture designs and blueprints for IT platforms, solutions, data and security architecture for various business domains;

b) Lead efforts to develop and maintain the architectural assets for PAHO IT platforms framework and ensure they meet functional and technical requirements;

c) Collaborate and work closely with information security teams to ensure platforms architecture follows information security standards and policies;

d) Engage with Outsourced Service Providers (OSPs) and other providers to evaluate IT products acquisition and implementation paths in alignment with the Organization’s enterprise architecture framework;

e) Collaborate with ITS teams on enterprise, domain, data, solution, security and integration architecture to produce optimal designs for corporate platforms and solutions;

f) Lead the integration design of IT platforms and data management artefacts in collaboration with integration and product specialists to achieve optimal execution;

g) Evaluate all projects proposed through IT Governance mechanisms and provide comprehensive analysis and advice as to their alignment to PAHO’s enterprise architecture, data governance standards, information security principles and IT delivery best practices;

h) Engage with digital transformation initiatives across the Organization and provide advice on topics such as systems integration, solutions sustainability, and IT risks, to ensure the products delivered are in compliance with the IT standards of the Organization;

i) Advise personnel across all entities, from PWRs to development teams, regarding the best design technologies and implementation methodologies for ensuring adoption of the enterprise architecture framework when implementing and deploying information systems; articulate the value of technology approaches to stakeholders;

j) Monitor and assess the state of PAHO platform technologies to ensure compliance with defined enterprise architecture standards, and to identify deficiencies or misalignment with business requirements;

k) Perform periodic evaluation of delivered products and projects (in-house, outsourced, or cloud) from a technical point of view, ensuring that a solution's technical approach and development methods are sound, practical, scalable, and sustainable over time;

l) Research and assess technology trends and the practical application of existing, new, and emerging technologies to enable business needs;

m) Participate in the definition and implementation of training and change management activities related to the area of work;

n) Provide guidance and monitoring of huma resources assigned to the Team through setting of clear work objectives, use of performance reviews and feedback mechanisms, regular communications, and solving interpersonal or technical conflicts; supervise staff, provide advice and guidance on issues arising from the day-to-day activities of the team;

o) Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in a computer science related to the functions of the post, and a master’s degree in computer sciences, information management, information technology or a related field from a recognized university.

Desirable: Certification in Enterprise Architecture would be an asset

Experience****:

Essential: Nine years of combined national and international professional experience in information technology, in areas such as Systems Analysis, Software Engineering, or similar, including at least three years of experience as Systems Integrator or Enterprise/Solutions/ Data Architect.

Desirable: Work experience within an international or multinational organization would be an asset.

Technical Expertise:

– Theoretical and proven technical skills in on-premises and cloud computing technologies, TCP/IP based networking, IT security.

– Proven hands-on expertise in complex solutions architecture, systems integration, application security.

– Proficiency in critical, in-depth business solutions analysis, data management technologies, user experience design.

– Proven expertise working on a variety of enterprise-grade IT implementation projects and post go-live Applications/Products management, both installed on premises or accessed through a SaaS platform.

– Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at all levels of the Organization.

Languages:

Very good knowledge of English. Knowledge of Spanish, French and/or Portuguese would be an asset.

IT Skills:

– Demonstrated abilities in MS 365 platform and products, as well as other cloud technologies like SaaS, PaaS, IaaS. Experience with MS Azure cloud computing services is essential.

– Advanced skills implementing Application Programming Interface (API) components. Experience with enterprise integration solutions (e.g., Boomi, MuleSoft, Workato) is desirable.

– Hands on skills implementing data driven solutions, working with relational database systems and related technologies, for example, SQL Server databases, Transact-SQL, ADF data factory and business intelligence services. (or similar products).

– Proficiency in IT security best practices, Network Security (IPS/IDS/Firewalls/Web filters), identity and access management.

REMUNERATION

Annual Salary****: (Net of taxes)

USD $77,326.00 post adjustment

Post Adjustment****: 70.2% of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
