Overview

Provide IPC support and coordinate food security activities

You have:

• University degree in food security, agriculture, statistic, economics, management or any other closely related field
• For advanced university degree (Master or equivalent) at least five (5) years of extensive experience in IPC, emergency food security and livelihoods, and data analysis with UN agencies or I/NGOs
• For university degree (Bachelor) at least seven (7) years of extensive experience in IPC, emergency food security and livelihoods, and data analysis with UN agencies or I/NGOs
• Working knowledge (level C) of English and local languages (Pashto and/or Dari)
• National of Afghanistan

Organizational Setting

FAO Afghanistan is investing, across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2022-2023, FAO will, under the life-saving assistance Outcome (1) of the UN Transitional Engagement Framework (TEF), focus on the following four priority actions: (i) Safeguarding Wheat Seed Security, (ii) Enhancing Local Production of Nutritious Food, (iii) Livestock Protection and Dairy Sector Support, and (iv) Restoring Irrigation Structures to Boost Cash Incomes. Additionally, FAO will contribute towards resilience building activities under Outcome 2 of the TEF.

The Food Security and Agriculture Cluster (FSAC) with the support of the IPC Technical Working Group (TWG) provides evidence-based support to the response strategy development, by estimating the caseload. The Integrated Food Security Phase Classification (IPC) is used as one of the major tools to describe the key drivers of food insecurity, phase classification of different provinces according to the food security situation or status, number of food insecure people in need and provides key recommendations to address the food insecurity faced by vulnerable men, women and children. The IPC Acute Analyses are key inputs in the development of the Afghanistan Humanitarian Needs Overview and Humanitarian Response Plan figures on the number of people in need and overall targets.

The position will be based in Kabul with frequent domestic travel to provinces.

Reporting Lines

Under the overall supervision of the FAO Representative in Afghanistan, direct supervision of FSAC Coordinator and technically to the LTO (Lead Technical Officer) in the FAO Regional Office for Asia and the Pacific (RAP), Bangkok – Thailand, the incumbent will closely collaborate with the other Project Task Force (PTF) members, FAO staff and partners.

Technical Focus

Provision of support to the IPC unit, under FSAC, to implement IPC activities and agreed work plan and assist the TWG and IPC steering committee.

Tasks and responsibilities

• Organize and coordinate IPC events and provide technical support to the IPC partners and stakeholders, including CSOs, private sector, academia, and donor engaged in IPC and humanitarian Response planning; • Facilitate the Pre-harvest and Post-harvest IPC analysis workshops, classify national food security and livelihoods situation following IPC protocols, and involve key stakeholders and partner agencies working in FSA (Food Security and Agrculture) sector with support from the Global and Regional IPC units; • Coordinate and conduct IPC acute and/or chronic Level 1 training) to enhance the capacity of the key stakeholders on IPC analysis; • Prepare the IPC findings communication brief after each analysis workshop; • Timely disseminate IPC findings, including sub-national level food insecurity maps indicating hot spots and vulnerable areas; • Facilitate IPC Technical Working Group (TWG) and the Steering Committees (SC); • Produce a database through the available and reliable assessments/surveys to support IPC analysis; • Provide IPC, food security, and livelihood training to IPC and FSAC partners at both regional and provincial levels as part of the capacity building component of the IPC project; • Work closely with key stakeholders, particularly members of the IPC TWG, IPC Analysis Teams, and FSAC partners, as well as, with partners from the nutrition, health, protection, and WASH clusters/sectors to support the timely implementation of the projects work plan; • Provide support to national level food security assessments such as SFSA and PLSA conducted by FSAC; • Facilitate IPC Post-Analysis Monitoring exercise on a regular basis to update the humanitarian community with the most updated information on the food security situation; • Support and assist in the district level IPC analysis at assigned regions and prepare reports on a regular basis. Any other task assigned by the supervisor; • Perform any other related duties as required.

Technical/Functional Skills

• Working experience with I/NGOs and UN agencies in food security and livelihoods sectors in Afghanistan; • Strong interpersonal and communication, reporting and presentation skills, analysis and interpretation of data, ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity; • Ability to deal with political, technical, and people management challenges, administer budgets and work effectively with all staff and with groups involved in the project; • Experience in multi stakeholder analysis and in mobilizing or creating awareness about development projects; • Experience in organizing stakeholder meetings or workshops with national participants; • Experience in conducting capacity building activities for the staff and communities; • Demonstrated ability to work as an effective team member in complex multi-cultural environments; • Demonstrated initiative and ability to deliver results within deadlines; • Understanding of the purpose and function of technical programmes, operational guidelines, and Programme/project management procedures, preferably those adopted by the United Nations and/or FAO; • Previous work experience with the UN is considered a strong asset; • Familiarity with the office computer software used by the Organization especially in Microsoft Office applications (Excel, Word and Outlook).
