Organizational Setting

The FAO Representation in Bangladesh is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning, and implementation of FAO's priority activities in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in Bangladesh and, in collaboration with Regional Office Asia and Pacific and the departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to the country priorities. The representation also supports the regional office in the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the country, monitors the level of programme implementation and draws attention to problems and deficiencies. The office also develops and maintains relations with Government of Bangladesh, UN agencies, the resource partners and other development institution at the country level.

Position Summary

Meeting the Undernutrition Challenge (MUCH) is based in the Food Planning and Monitoring Unit (FPMU) of the Ministry of Food (MoFood) in Bangladesh. The MUCH project extends support to the core ministries (Food, Agriculture, Health/ Family Welfare, Livestock/ Fisheries, Women/ Child Affairs), civil society organizations (CSOs) and the private sector, seeking to achieve a strengthened enabling environment for eradicating food insecurity and malnutrition, in particular, by improving: (i) cross-sectoral and sectoral policies and investment frameworks and programmes for food security and nutrition (FSN) that are gender sensitive; (ii) human and organizational resource development for FSN; (iii) financial resource allocation for FSN; (iv) inclusiveness of governance and coordination mechanisms for FSN; and (v) comprehensiveness of information generation to support FSN policy formulation, programming and implementation.

Reporting Lines

Under the overall supervision of the FAO Representative in Bangladesh, the direct supervision of the MUCH OIC, and in close coordination with the MUCH Project Manager, the guidance provided by the Lead Technical Officer, and consultation and collaboration with the MUCH Technical Assistance Team (TAT), government counterparts, especially the Food Planning and Monitoring Unit (FPMU) and the policy/planning wings of core ministries (Food, Agriculture, Fisheries/Livestock, Women/Children Affairs, and Health/Family Welfare), as well as development partners, including donors, private sector and civil society organisations, the incumbent will undertake the tasks and responsibilities outlined below.

Technical Focus

Integrated food security phase classification (IPC) Coordinator is an SC8 position. The IPC secretariat will perform multiple activities like, conduction of two national level IPC analysis workshops to come with district level food security phase classification, joint field missions to verify the analysis report, capacity building initiatives for government and humanitarian partners and contribution to national level food security and livelihoods assessments to enable donor community and humanitarian actors in making timely decisions by providing actionable knowledge.

Tasks and responsibilities

Ensuring alignment with overall Programme objectives and promoting standardized approaches as appropriate: • Implement IPC global strategic plan and closely monitor its implementation in Bangladesh; • Update the draft IPC report to include the impact of COVID-19; • Coordinate and plan food security and IPC activities with IPC regional head office in Bangkok and the global head office in Rome. • Build consensus and Implement and coordinate both acute and chronic analysis • Analyze and classify national food security and livelihoods data following IPC (UN’s Integrated Food Security Phase Classification) protocols periodically for both current and projected time periods at assigned regions and prepare reports. • Timely inform the FAO supervisors and IPC partners about implementation progress, achievements, constraints and propose necessary adjustments; • Present IPC findings in key platforms and ministries in Bangladesh. • Assist in the reinforcement and development of analytical capacities of both national and local level partners (GoB, UN, I/NGO etc.) through IPC, food security and livelihood training and other appropriate capacity building events as part of the capacity building part of IPC project. • Work closely with key stakeholders, particularly members of the Food Security Cluster and national authorities (FPMU, BBS, DAE, DLS, DoF etc.), but also, with partners from the nutrition, health, protection and WASH clusters/sectors to support the timely implementation of the projects work plan and assist the production of reliable food Security data, as and when implemented. • Prepare briefs for the Food Security Cluster, other key clusters and Humanitarian Coordinating Task Team (HCTT) and/or its Technical working Groups as required; • Support as a focal point for food security information coordination with other governmental entities, UN agencies, national and international NGO’s. • Arrange TWG meetings • Endorsement of the IPC Chronic Food Security Analysis • Capacity building-Training for IPC stakeholders • Conduction of IPC acute food insecurity analysis workshop and producing the IPC products, (Current and Projected) food security phase classification maps and brief reports and sharing it with development / humanitarian community members • Support food security and joint needs assessments along with coordination with FSC • Translation of IPC manual into local languages and its printing, including translation of IPC training modules. • Any other task assigned by the supervisor.
