The Investment Unit within the Fund's Finance Department is seeking a qualified candidate for the function of Investment Officer, with a specific focus on investment operations.

The Investment Unit is responsible for overseeing the management of the Investment Account (IA) and Trust Investment Assets (TA) with combined assets exceeding US$60 billion. The IA includes the Fixed Income Subaccount and the long term, multi-asset Endowment Subaccount. The TA includes investment assets of the PRGT, RST, CCRT, and HIPC. Day-to-day investment management activities for the IA and TA are handled largely by external managers while the recording of transactions is performed by a third-party investment service provider which serves as the official book of records.

Specific responsibilities include:

  • Managing daily investment operations, including rebalancing portfolios, funding external managers, managing internal portfolios, and investing temporary cash balances.
  • Verifying monthly reports prepared by the third-party investment service provider, including accounting reports to ensure adequate oversight of investment operations and validation of the reported net asset value (NAV). Overseeing the third-party investment service provider to ensure timely closing of month-end accounting books and preparing accounting closing entries for the IA and TA.
  • Reviewing manager and third-party service provider reports and overseeing the reconciliation processes between external investment managers and custodian banks.
  • Monitoring manager compliance with investment guidelines and resolving compliance failures; monitoring performance, risk exposures, and operational processes.
  • Reporting on performance and risk of investment portfolios and proposing enhancements to the reporting framework.
  • Contributing to the implementation of investment policies, benchmark selection, and design of guidelines and risk controls.
  • Coordinating investment activities with the Fund’s other financial operations.
  • Working closely with the custodian bank to provide documentation for market and account openings, KYC documents, and tax-related documents.
  • Instructing fund transfers and payment of fees.
  • Liaising with the Fund’s external audit firm to provide supporting documentation related to investments.

Qualifications

In addition to the qualifications set forth in the job standards, the ideal candidate will have:

  • An advanced professional certification (e.g., CFA, FRM, CPA or CA) together with a mathematics, economics, or finance qualification (preferred).
  • At least four years of relevant work experience, or equivalent.
  • Sound knowledge of investment theory and practice. An understanding of investment portfolio performance, asset valuation, risk, and investment operations (preferred).
  • Sound understanding of the characteristics of a wide range of assets, including fixed income instruments, public equities, and derivatives.
  • Experience in the middle and/or back office of the investment arm of an official institution, central bank, or other institutional investor that involves interacting with a custodian or third-party investment professionals is highly desirable. Experience with application of International Financial Reporting Standards, especially for financial instruments (preferred).
  • Strong analytical skills and excellent spreadsheet skills with a high level of attention to detail.
  • Demonstrated writing and communications skills.
  • Strong interpersonal skills with the ability to work independently and in a multi-cultural team environment.
