Org. Setting and Reporting This position is based in Juba and located in the United Nations Missions in South Sudan (UNMISS) within the Safety and Security Section, located Juba Wich is classified as an "E" hardship duty station and a non- family duty station. The Chief of the Special Investigations Unit (SIU) is at the FS-7 level reports to the Principal Security Adviser (PSA), on all security investigation tasks and related matters.

Responsibilities Within limits of delegated authority, the Chief Special Investigations Unit at the FS-7 level is responsible for the following duties:

- Supervises and manages the Special Investigations Unit. - Coordinates investigation cases throughout the mission area. - Plans, organizes, conducts, and manages investigations of alleged violation of UN Rules, Regulations and pertinent administrative issuances falling under Category II (misconduct). - Plans, organizes, conducts, and manages investigations of cases referred to the mission by the Office of Internal Oversight Services. - Reviews investigation reports to ensure competency, completeness, and compliance with established procedures and policies. - Undertakes or oversees pre-response preparation, reception and recording of incident information, informing appropriate persons/offices during and after response, planning for response, and deployment to and control/processing of the incident scene. - Maintains and exhibit store and register with up-to-date information - As required, undertakes investigation to identify information, find facts and establish evidence. Based upon the fact-finding, procedures and submits investigation reports to appropriate authorities; and conducts post-investigation tasks and other relevant authorities throughout the investigation process. - Directs and conducts incident response activities, to ensure evidence initially available is preserved for future analysis and investigations. - Manages an evidence/property management facility ensuring that the integrity of the evidence/property is being maintained. - Coordinate investigative works with other authorized investigative bodies. - As directed by the PSA, develops, and coordinates the delivery of professional investigation training courses. - Performs other duties as required.

Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities where necessary; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education High school diploma, equivalent technical or vocational certificate is required.

Job - Specific Qualification Formal qualifications and/or certificates in investigations from the United Nations is desirable.

Formal qualifications and/or certificates in investigations or obtained through service with military, police, security, other governmental or international agencies and organizations or private enterprise investigative firms is desirable.

Work Experience A minimum of twelve (12) years with high school diploma of progressively responsible experience in the military, police or security management is required. The minimum years are reduced to 7 years for candidates who possess a first level university degree.

A minimum of two years' experience in investigation management and administration together with supervisory function is required.

At least one year experience and exposure in a conflict or post conflict environment at international level is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English, both oral and written are required.
