Org. Setting and Reporting This position is located within the Office of Field Investigations of the United Nations Investigative Team to Promote accountability for crimes committed by Da’esh/ISIL (UNITAD) and will be based in Duhok, Iraq. The Investigator, FS-6, reports directly to the assigned Field Investigation Unit (FIU) Team Leader, with the Director of Field Investigations serving as the Second Reporting Officer.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.

Responsibilities Within limits of delegated authority, the Investigator at FS-6 level may be responsible for the carrying out the following duties, under the direction of the Director of Field Investigations (D-OFI):

•Under the direction of D-OFI, supervises and manages personnel charged with investigations pursuant to UNITAD’s mandate; •Plans, organizes, conducts and manages investigations of alleged violations of international law with respect to acts committed by ISIL (Da'esh) in Iraq that may amount to genocide, complicity in genocide, crimes against humanity, conspiracy to commit genocide, crimes against humanity, war crimes, rape and sexual and gender- based violence. •Plans, organizes, conducts and manages collection of evidence on genocide, crimes against humanity, war crimes, rape and sexual and gender-based violence, including but not limited to, witness interviews, suspect interviews, inquiries with law enforcement agencies, NGOs, and humanitarian organizations, and other investigative tasks, as directed. •Participates in the preparation of concise investigation reports and conduct of post investigation activities. •Reviews investigation reports to ensure competency, completeness and compliance with established procedures and policies; •As assigned, undertakes investigation to identify information, find facts and establish evidence; •As required, coordinates, collaborates and consults with United Nations, national authorities, and other relevant authorities throughout the investigation process; •As directed by the D-OFI/SA, develops and coordinates the delivery of professional investigation training courses; •Assists in arranging and coordinating witness protection measures, as directed, in close consultation with the Victim and Witness Protection Unit. Performs other duties as required.

Competencies Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to investigations; good research, analytical and problem-solving skills; ability to identify and participate in the resolution of issues/problems; ability to apply good judgment in the context of assignments given; ability to plan own work and manage conflicting priorities; good management skills. Strong drafting skills required, especially with respect to the preparation of complex reports of investigation. Comprehensive knowledge of United Nations policies, procedures and operations is desirable including good knowledge of the conditions prevailing in areas where the United Nations conducts peacekeeping missions. Proven ability to gather evidence and interview subjects and witnesses; proficiency in software applications used in administrative investigations is desirable. Shows pride in work and in achievements; demonstrates professional competence and mastery in the area of investigations; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Teamwork: Works collaboratively with colleagues to achieve organizational goals; Solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; Places team agenda before personal agenda; Builds consensus for task purpose and direction with team members; Supports and acts in accordance with final group decisions, even when such decisions ay not entirely reflect own position; Shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Education High school diploma or equivalent is required, formal qualifications and/or certifications in investigations obtained through service with military, police, other governmental or intergovernmental agencies and organizations or private enterprise investigative firms are an advantage.

Work Experience A minimum 10 years (5 years with a first level university degree) of progressively responsible, full-time experience in professional investigative work is required. Experience with an international criminal tribunal or international criminal investigative entity is desirable. Experience with an international or multilateral public institution is desirable. Criminal investigations work experience in the Middle East and North Africa region is desirable. Experience in working in investigations or intelligence analysis in relation to ISIL (Da'esh) or in relation to another complex criminal entity is desirable. Experience in a conflict or post-conflict environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Arabic is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
