Overview

Lead initiation of investigations and ensure successful execution

You have:

  • A master/advanced degree in law, police studies, human rights, journalism or a related field is required.
  • A minimum of seven years of progressively responsible work experience in criminal or other related investigations concerning genocide, crimes against humanity, and war crimes is required.
  • Substantial experience conducting investigative interviews with insider witnesses and vulnerable victim/survivor-witnesses, including with victims of sexual and gender-based violence, detention-related crimes, and torture in a criminal investigation or other related context is required.
  • Substantial investigative experience, including experience planning and conducting complex investigations including by integrating considerations of gender into an investigation concerning ISIL is required.
  • Knowledge of ISIL, its ideology, practices, structure, and operation.
  • Relationships with organizations and individuals who can be approached as investigative leads to advance a project on ISIL.
  • Fluency in English is required for this position.
  • Fluency in French is desirable.

Duties and Responsibilities

This position, is within the Collections and Analysis Section (CAS) of the International, Impartial and Independent Mechanism to Assist in the Investigation and Prosecution of Persons Responsible for the Most Serious Crimes under International Law Committed in the Syrian Arab Republic since March 2011 (IIIM), located in Geneva, Switzerland. The successful candidate will report to the P4 Investigation Team Leader in CAS, and the Legal Officer responsible for the ISIL line of inquiry. The duties and responsibilities of the Contractor can be undertaken remotely but will require their presence in Geneva and other locations in Europe and the Middle East. The successful candidate’s responsibilities will include: Responsibility 1: Providing strategic and tactical direction to ensure that the draft investigation plan is aligned with the goals of the project and leverages opportunities that are available to gather relevant evidence. Responsibility 2: Leading the implementation of the initial phase of the investigation plan. Responsibility 3: Identifying and developing an initial list of sources/intermediaries who can be approached for investigative leads. Responsibility 4: Conducting remote and in-person investigative activities, including meetings with sources and intermediaries and interviews with witnesses, including sensitive and otherwise vulnerable sources and witnesses. Responsibility 5: Providing strategic and tactical direction on necessary updates to the investigation plan for further phases of the investigation. Fulfilment of the responsibilities of this position may necessitate engagement with material and/or information that may be distressing.
