Org. Setting and Reporting

This position is located in the Operational Standards and Support Section (OSSS) in the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) in New York. The Investigator will be reporting to the Chief of OSSS. The Investigator may be required to travel to remote locations, at times for extended periods, to conduct investigations and provide support as required. OIOS is an independent office reporting to the Secretary-General and the General Assembly. ID follows up on reports of possible violations of rules or regulations, mismanagement, misconduct, waste of resources, sexual harassment, or abuse of authority.

Responsibilities

Within delegated authority, under the supervision of the Chief of the Operational Standards and Support Sections (OSSS), the Investigator will perform the following duties: • Plans, organizes and conducts investigations of alleged misconduct, malfeasance, mismanagement, fraud, corruption, waste of resources, or alleged violations of United Nations Regulations and Rules and pertinent administrative issuances, including cases of Sexual Exploitation and Abuse (SEA) and Sexual Harassment; • Establishes facts, determine findings and formulates recommendations for corrective measures and related disciplinary and jurisdictional actions; • Drafts reports, communications and assists with the review of those drafted by others; • Performs legal research and analysis of evidentiary material gathered for ID/OIOS reports; • Conducts research and analysis of General Assembly resolutions and decisions, United Nations jurisprudence, Staff Regulations and Rules, administrative issuances, and policy decisions, and advises on their legal and operational implications; • Conducts legal research, analysis, and strategic analysis of data related to misconduct allegations and investigations, and prepares background papers, reports, studies and communications; • Maintains and updates ID/OIOS' guidance material based on applicable best practices and legal developments; • Reviews policy decisions, monitors their implementation and analyses their legal implications • Advises on operational implications of United Nations jurisprudence and General Assembly resolutions • Prepares statistical reports and related output as required by OIOS senior management and external entities, which includes preparing analytical reports and related outputs; • Performs intake services, which includes, analysing jurisdictional authority, applying risk assessment criteria, examining the veracity of available evidence, undertaking preliminary assessments, recommending disposition of matters, and corresponding and engaging with other offices as part of the UN Correspondence process involving alleged unsatisfactory conduct; • Assists in promoting close cooperation with other Divisions within OIOS and relevant offices and departments within the Secretariat and Field Missions; • Participates in briefing and planning conferences with investigations staff and/or members of ID/OIOS; • Performs administrative functions pertaining to the implementation of policies and procedures; •Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting. • Performs other duties as required

Education

Advanced university degree (Master's degree or equivalent degree) in law or a relevant field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of programs in data analytics, business analytics or data science is an advantage.

Work Experience

A minimum of five years of full-time progressively responsible experience in investigation related work is required. Experience in international investigation related activities is desirable. Experience with an international or multilateral public institution is desirable. Experience in conducting legal analysis, research and writing is desirable. Experience in conducting statistical analysis and preparing related reports is desirable. Two years or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. A working knowledge of French is desirable. Knowledge of another official language of the United Nations is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
