The Office of Internal Audit and Investigations (OIAI) conducts investigations to examine and determine the veracity of all allegations received concerning corrupt and fraudulent practices and allegations of misconduct that involve UNICEF staff, consultants, non-staff personnel and institutional contractors. OIAI reports to the Executive Director and is responsible for providing internal audit and investigation services to UNICEF, consistent with OIAI’s Charter. OIAI provides UNICEF with independent and objective assurance, investigative and consulting services through internal audits and investigations. OIAI’s investigations cover all forms of misconduct including, but not limited to: fraud; corruption; workplace harassment; sexual harassment; abuse of authority; and failure to observe prescribed regulations, rules, relevant administrative issuances and standards of conduct.

The Strategy, Intake and Analysis Unit (SIA) within OIAI, is responsible for the overall management of the hotline for reporting allegations and for conducting initial assessments of reports of misconduct and wrongdoing. SIA is also responsible for certain policy and strategic initiatives; quality assurance of investigation and other reports; and internal and external reporting of certain investigations-related data, among other matters.

How can you make a difference?

Under the overall guidance of the Deputy Director of Investigations and the direct supervision of the Chief of SIA, the Investigation Officer will be responsible for providing investigation-related operations and communications support to the Section.

Summary of key functions/responsibilities:

Investigations Support

  • Assists in the planning, organization and conduct of investigations by analyzing evidence, preparing interview outlines and participating in and/or leading witness and subject interviews with other investigations personnel and participates in investigative missions, where appropriate.
  • Conducts initial assessments of reports of misconduct and wrongdoing and formulates recommendations regarding the appropriate disposition of the case (e.g., conversion to investigation, closure and/or referral to another office or entity). As part of the assessment process, the incumbent will be expected to:
  • Identify, research, collect and analyze additional information from internal and external sources as needed so that the assessment can be completed;
  • Plan for and conduct interviews of witnesses, including sources of reports/potential whistleblowers;
  • In the context of third-party cases, review third-party investigation plans/reports and special audit terms of reference/reports, and provide targeted guidance to UNICEF offices regarding risk mitigation measures in the context of the allegations received and any findings;
  • Communicate in a timely and professional manner with relevant UNICEF offices at the headquarters, country and regional levels, as well as external offices (e.g. other UN agencies), as well as with complainants and witnesses, regarding reports of misconduct and wrongdoing;
  • Prepare related written outputs, including referral memorandums, notes for the record and recommendations regarding the initiation of investigations;

Operations Support

  • Assists with maintaining and updating the Investigations Service’s guidance material based on applicable best practices and legal developments;
  • Supports various policy-related initiatives, including by reviewing relevant policies, procedures and other administrative issuances;
  • Assists in promoting close cooperation with other relevant departments and offices within UNICEF;
  • Upon request, assist with compiling and analyzing investigations-related data and information for internal and external reporting purposes;
  • Performs other duties as required;

Communications Support

  • Handles verbal and written inquiries providing detailed information on processes and procedures related to a range of investigation activities, instruments and issues;
  • Processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications;
  • Drafts reports and memoranda and assists with the review of such documents drafted by others.

To qualify as an advocate for every child you will have:

  • A first level University Degree in law or another related field is required.
  • A minimum of 1 year of professional experience related to legal activities, intelligence research and/or criminal or administrative/internal investigations is required.
  • Prior experience in an oversight office of a UN common system entity is considered an asset;
  • Proficiency with Microsoft Office and Excel
  • Excellent communication and interpersonal skills
  • Strong organizational skills
  • Fluency in English is required. Working knowledge of French, Spanish or Arabic is an advantage. Knowledge of another UN language (Arabic, Chinese, French, Russian or Spanish) is considered as an asset.
