The Office of Internal Audit and Investigations (OIAI) is an independent office reporting to UNICEF’s Executive Director and the Executive Board. The Investigations Section manages and conducts assessments and investigations of allegations of misconduct involving UNICEF staff and other personnel, including fraud, theft, corruption, sexual harassment, sexual exploitation and abuse, abuse of authority, workplace harassment, whistleblower retaliation, and other failures to observe prescribed regulations, rules, relevant administrative issuances and standards of conduct. OIAI also investigates alleged wrongdoing including fraud and other financial irregularities, as well as sexual exploitation and abuse, committed by third parties including institutional contractors and implementing partners.

Within the Investigations Section, New York and Budapest-based Investigations units handle investigations and certain complex assessments. The Strategy, Intake and Analysis Unit (SIA) is responsible for the overall management of the hotline for reporting allegations and for conducting initial assessments of reports of misconduct and wrongdoing. SIA is also responsible for certain policy and strategic initiatives; quality assurance of investigation and other reports; and internal and external reporting of certain investigations-related data.

How can you make a difference?

Within limits of delegated authority and under the supervision of the Chief Strategy, Intake, and Analysis Section, the Investigations Manager (Legal) will be responsible for providing support to the day to day operational and specialized activities related to the investigation function, to enhance the smooth running of the supervisor's day-to day actions, as well as his/her section:

  • Provides technical oversight and guidance to personnel assigned to the Quality Assurance, Policy and other functions of the Office;
  • Manages the development and implementation of policy advice in relation to the investigation strategy of the Investigation Service and its staff to ensure investigations are of the highest quality and the work of the Investigations Service is leveraged to maximize the promotion of integrity across UNICEF;
  • Manages efforts of the Quality Assurance and Policy team to ensure that written products of the Investigations Service, including investigation reports and other work product, together with findings and recommendations for related disciplinary and/or jurisdictional actions, are of the highest quality, are factually and legally sufficient, and are supported by adequate analysis;
  • Ensures legal sufficiency of planning and reporting documents of the Service, including matters concerning peer reviews;
  • Supports investigators and investigation chiefs in making sound investigative decisions that are legally supported and strategically sound;
  • Assists in identifying procedural and technical gaps related to investigations and recommends commensurate improvements to facilitate policy decisions and the work of the Investigations Service;
  • Manages and updates the Investigations Service's guidance material based on applicable best practices and legal developments, including case law of the internal justice system and UNICEF policy;
  • Advises on policy decisions, monitors their implementation and analyses their legal implications;
  • Advises on operational implications of United Nations jurisprudence, General Assembly resolutions and Executive Board Decisions;
  • Assists in promoting close cooperation with other relevant departments and offices within UNICEF and the UN System;
  • Performs administrative functions pertaining to the implementation of policies and procedures;
  • Conducts post-investigation tasks, including supporting the development of lessons-learned and ensuring quality of case-related data;
  • Conducts research on assigned issues using investigation files and alternative sources to verify facts, identify citations, precedents and draft statements of findings and respondent replies
  • Handles verbal and written inquiries providing detailed information on processes and procedures related to a range of investigation activities, instruments and issues;
  • Processes, draft, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications;
  • Interfaces with the Administrative Law Unit on case-related and policy matters;
  • Conducts initial assessments and case analysis in particularly complex or sensitive cases;
  • Upon request, contribute to training of new Investigations Section personnel regarding applicable legal and policy framework.
  • Performs other duties as required.

Education & Experience

  • Advanced university degree (Master's degree or equivalent) in law, criminal investigation, or related field. *A first-level degree (Bachelor's or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
  • A minimum of eight years of progressively responsible experience in legal activities and/or investigation related functions is required.
  • Experience with an international or multilateral public institution in desirable.
