The Office of Internal Audit and Investigations (OIAI) is an independent office reporting to UNICEF’s Executive Director and the Executive Board. The Investigations Section manages and conducts assessments and investigations of allegations of misconduct involving UNICEF staff and other personnel, including fraud, theft, corruption, sexual harassment, sexual exploitation and abuse, abuse of authority, workplace harassment, whistleblower retaliation, and other failures to observe prescribed regulations, rules, relevant administrative issuances and standards of conduct.

The Strategy, Intake and Analysis Unit (SIA) is responsible for the overall management of the hotline for reporting allegations and for conducting initial assessments of reports of misconduct and wrongdoing. SIA is also responsible for certain policy and strategic initiatives; quality assurance of investigation and other reports; and internal and external reporting of certain investigations-related data.

Recently, OIAI has been required to invest an increasing amount of investigative resources into issues related to engagement with donors and other international institutional partners, including in particular reporting and information sharing of sexual exploitation and abuse and fraud and corruption cases.

How can you make a difference?

Within the limits of delegated authority and under the overall guidance of the Deputy Director of Investigations and the direct supervision of the Chief SIA, the Investigations Manager (Donor Relations) will be responsible for managing and advising on OIAI’s engagement with internal UNICEF and external stakeholders, including donors, regarding information sharing and reporting about investigations-related activities, to facilitate consistency and efficiency in OIAI’s approach. The incumbent will also advise on other donor and partner-related issues, including provisions in agreements concerning oversight-related conditionalities and requirements.

Key accountabilities:

1. Manage and advise on engagement with donors and other external stakeholders

  • Lead OIAI’s engagement with donors and other external stakeholders, including by providing ad-hoc updates on specific cases, managing OIAI’s periodic donor reporting and preparing responses to donor requests for information about investigations processes more broadly, as appropriate.
  • Provide technical and advisory guidance to senior management, including OIAI’s Director, on oversight-related provisions in agreements with donors and other external partners, and support development of related strategy for managing donor conditionalities.
  • Coordinate and promote collaboration and effective working relationships with other relevant departments and offices within UNICEF and the UN System in relation to donor reporting and related issues.

2. Policy development and review

  • Develop and revise processes, workflows and templates, and contribute to the development of systems and policies, to contribute to an effective and efficient notification and reporting system.
  • Develop principles triggering donor reporting for different categories of allegations and apply those principles to OIAI’s case portfolio.

3. Review of legal agreements

  • As necessary and appropriate, represent OIAI in reviewing, interpreting and advising on relevant oversight-related provisions in financing and legal agreements and in related negotiations involving internal and external stakeholders, in coordination with other relevant UNICEF offices.

4. Quality assurance and reporting

  • Prepare periodic and ad hoc reports concerning investigative activities, including specific cases of fraud and sexual exploitation, in response to requests from internal and external stakeholders, and consistent with legal requirements.
  • Contribute to preparation of OIAI’s annual report to the Executive Board.
  • Provide guidance on and oversight of process for reporting of cases in the UN Secretary General’s Reporting Mechanism for sexual exploitation and abuse cases and fulfillment of related reporting obligations.
  • Conduct quality assurance of data in OIAI’s investigations database for reporting purposes.

    4. Other tasks

  • Coordinate with relevant UNICEF offices at headquarters and in country and regional offices regarding the notification process for certain categories of allegations.

  • Build capacity of OIAI on donor-related issues, including identification of impacted donor funds.
  • Develop and conduct trainings and presentations for other UNICEF offices regarding the donor notification process.
  • As required, support quality assurance process for investigation reports and other investigative work products and assist with and/or conduct assessments and investigations into allegations of misconduct and wrongdoing.
  • Perform other duties as required.

    To qualify as an advocate for every child you will have…

  • Advanced university degree (Master’s degree or equivalent) in law, criminal investigation, or related field.

  • A minimum of eight years of progressively responsible experience in legal activities and/or investigation-related functions is required.
  • Management experience and experience in an international or multilateral public institution is desirable.
  • Prior experience reviewing legal agreements with donors and/or familiarity with donor conditionalities highly desirable.
  • Demonstrated analytical and strategic skills and sound judgment. Strong attention to detail and commitment to ensuring the integrity of investigations-related data.
  • Ability to work collaboratively in a team environment to achieve common goals and provide effective support and guidance.
  • Excellent communication, interpersonal and negotiations skills, including active listening skills and ability to communicate and represent OIAI interests professionally and effectively in interactions with a wide range of stakeholders, including senior stakeholders both within and outside UNICEF.
  • Ability to conduct research using electronic tools and databases and internal and external sources.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
