UNICEF works in some of the world’s toughest places, to reach the world’s most disadvantaged children. To save their lives. To defend their rights. To help them fulfill their potential.

Across 190 countries and territories, we work for every child, everywhere, every day, to build a better world for everyone.

And we never give up.

For every child, Hope

The Humanitarian review examines UNICEF’s humanitarian operations in the context of the global challenges of the 21st century: rapid rises in the number, scale, duration and complexity of humanitarian crises; climate breakdown and the impact of extreme weather events; large-scale migration and displacement of populations; significant public health emergencies, including the global pandemic of COVID-19; and constraints and greater demands on funding from a widening community of humanitarian actors.

The report focuses on the changes that are needed to meet identified challenges. The recommendations for change presented in the review outline both ‘quick wins’ for improved humanitarian action in the short term and the required strategic shifts in UNICEF’s response to humanitarian situations in the medium term. Ultimately, these recommendations should help to ensure that UNICEF’s humanitarian action is of high quality, reliable, equitable, timely – and fit for the future.

The review was completed and endorsed at the end of 2020. Implementing the reviews recommendations has been listed by the Executive Director as a key priority for the organization in 2021, giving a directive to implement the recommendations strategically and systematically throughout the organization, ensuring the roll out coordinates well with other ongoing change management processes and that recommendations are considered in key planning processes.

A secretariat has been formed, hosted in the director’s office in the emergency division under the programme cone, to manage the implementation process and guide the organization though this change management process.
