BACKGROUND

Engaging adolescents and youth have long been a part of UNICEF's mandate, as participation is a right and one of the guiding pillars of the Convention on the Rights of a Child (CRC). The engagement and participation of adolescents and youth is also an important strategy to deliver results across all areas of UNICEF's work. UNICEF's Strategic Plan 2018-2021 highlights "adolescent empowerment" as a key Result Area and "young people and children as change agents" as one of the Change Strategies.

In Malaysia, 5.5 million adolescents aged 10-17 make up the country's 32 million population. Whilst Malaysia has experienced rapid economic and social development over the last 20 years, a myriad of social, economic and health factors continue to undermine the ability of adolescents to reach their full potential. Adolescents and young people should have access to opportunities to develop skills for learning, personal empowerment, employability and active citizenship to enable them as change makers which can contribute to eliminating Malaysian society's greatest challenges.

UNICEF Malaysia's current Country Programme (2016-2020) has a dedicated output to strengthening the participation of adolescents in local development and child rights monitoring, with a strong focus on enhanced participation through digital, media and innovative communication tools.

It is within this context that our team is looking for an intern to provide the youth perspective to UNICEF programming in relation to content development and youth engagement. The intern will be contracted for a period of 6 months in 2020 with potential extension up to one year. We offer day-to-day supervision, career guidance, exposure and participation to UNICEF programme planning and implementation, and the opportunity to work WITH and FOR EVERY CHILD.

DESCRIPTION OF DUTIES

Under the guidance and supervision of the UNICEF PME Officer, the Planning, Monitoring & Evaluation (PME) Intern provides assistance and support for programme implementation, including monitoring and evaluation and progress reporting, in support of programme goals and objectives. The PME Intern will have an opportunity to work in close collaboration with Programme and Operations Teams in the UNICEF Malaysia CO and will learn how results for children are advanced through PME cross-cutting support function. It is expected that the PME Intern will apply the critical innovative thinking and available resources particularly on monitoring and evaluation to help monitor and report progress and promote evaluation use contributing to overall knowledge management in the Office.

In close collaboration with the Planning, Monitoring and Evaluation Team, the responsibilities of the PME Intern will include, but not limited to, the following:

  1. Evaluation management, monitoring and delivery of results
  • Support to review and provide technical comments on draft evaluation reports to ensure that they meet UNICEF reporting standards.
  • Keep record of comments provided to draft reports for easy reference and/or to ensure that comments are properly incorporated and addressed by external evaluators.
  • Support to prepare and organise documentation needed for desk review of upcoming evaluations.
  • Participate in programme monitoring and review exercises and prepare minutes/reports on results for follow up action by senior management and other stakeholders on the implementation of management responses to evaluations.
  1. Support National Evaluation Capacity Building activities
  • Assist with planning and management of a partnership on National Evaluation Capacity Development – Training of Trainers, Designing and Delivering of M&E Curriculum & Policy Labs.
  • Assist in monitoring and implementation of key interventions under the National Evaluation Capacity Development programme in close coordination with an implementing partner.
  1. Knowledge Management
  • Supporting the PME team in researching, compiling and analysing qualitative and quantitative data and information from a variety of sources to facilitate programme delivery as well as preparation of reports, working papers and presentations.
  • Support to monitor and compile, including translating situational updates and parliamentary debates for knowledge management in the organization.
  • Support the PME team in drafting dissemination plans for evidence generation pieces (including for the upcoming evaluations).

General responsibility:

    • Participate in planning, monitoring and evaluation activities through assisting in organizing and facilitating various events such as meetings, workshops, conferences, and seminars.
    • Carry out other duties and responsibilities related to PME as assigned by the supervisor.

EXPERIENCE AND EDUCATION REQUIREMENTS

  • Currently enrolled in a graduate (Masters) or undergraduate (Bachelors) degree in the areas of International Development, Public Policy and Administration, Development Studies, Evaluation or other relevant Social Science.
  • Demonstrable proof of excellent academic performance.
  • Demonstrable excellence in verbal, written and interpersonal communication in English (including active listening and information synthesis and strong writing abilities).
  • Strong understanding of results-based management, programme planning, monitoring and evaluation.
  • Good interpersonal skills and ability to work within a multi-cultural team.
  • Previous relevant work or volunteer experience highly desired.

Period****:

  • For 3.5 months with potential extension
  • Estimated join date ; 21 September 2020

Conditions of the Internship:

  • The intern will receive UNICEF laptop and email account during the internship period.
  • The intern will receive a basic stipend according to UNICEF's internal standard.
  • The intern is expected to work in UNICEF Putrajaya office at least three days of the week (depending on the office situation), and remotely for the other working days.
