Background

In January 2020, UNDP Tajikistan with financial support from the Swiss Agency for Development and Cooperation (SDC) launched Phase II of the ‘Civil Registry System Reform Project in Tajikistan’ directly contributing to implementation of the National Development Programme for Civil Registration System for 2021-2025 and to the Sustainable Development Goals (SDG) in particular to SDG 16 (strong institutions, justice and rule of law), SDG 10 (inequalities), SDG 5 (gender) contributing to targets 16.9 (legal identity for all) and 17.19 (proportion of countries that have achieved 100 per cent birth registration and 80 per cent death registration.

The second phase of the project continues to be implemented by UNDP in close partnership with the Ministry of Justice and aims to support completion of civil registration reform. The project is collaborating with state and non-state actors to make civil registry institutions and mechanisms more responsive to the populations needs and more functional, by developing capacities among the relevant institutions and stakeholders and by simplifying and standardization processes. Thus, the focus of the second phase is to accelerate building accessibility, affordability, and quality of civil registration public services. It includes capacity development approaches and creating strategic partnerships with other institutions, such as the Ministry of Foreign Affairs, Ministry of Health and Social Protection, Agency for Statistics, and the Ministry of Interior for establish integration and interoperability of the systems for data exchange. The project is applying human rights-based approach and working on both the supply and demand sides of civil registration service provision enabling each side to substantively contribute to implementation of the civil registration reform process.

The project is willing to involve a local intern with duty station in the main project office in Dushanbe.

Duties and Responsibilities

Under the supervision of the Project Manager, the intern will support the project team to undertake activities in policy and legal analysis, capacity building, piloting digital products, and conducing public awareness. The assignments will include, but are not limited to:

  • Conducting research on other countries' best practices to strengthen the Civil Registration system;
  • Providing support in organization of various events (trainings, steering meetings, workshops, etc);
  • Support in collecting information for success stories and posts on social media platforms;
  • Taking notes and drafting meeting minutes;
  • Drafting and consolidating various documents (factsheets, reports, presentations, and etc);
  • Database management and data collection on project-related activities;
  • Providing inputs in drafting project-related reports;
  • Extracting, inputting, copying and filing data from various sources;
  • Creating new files for cases related to procurement, finance, HR as well as other project activities;
  • Collecting, compiling and updating the information when needed;
  • Translating project related documents when needed;
  • Other support requested by the project team.

  • Strong organizational skills.

  • Excellent interpersonal skills;
  • Computer proficiency (Microsoft Office: Word, Excel, and PowerPoint); knowledge of Canva/Photoshop/Coral Draw/video editing software is a strong asset;
  • Demonstrated keen interest in the work of the UN/UNDP;
  • Demonstrates integrity and fairness, by modelling the UN/UNDP’s values and ethical standards;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.

Required Skills and Experience

Applicants to the UNDP internship programme must at the time of application meet one of the following requirements:

  1. Be enrolled in a postgraduate degree programme (such as a master’s programme, or higher).
  2. Be enrolled in the final academic year of a first university degree programme (such as bachelor’s degree or equivalent).
  3. Have recently graduated with a university degree (as defined in (a) and (b) above) and, if selected, must start the internship within one-year of graduation.
  4. Be enrolled in a postgraduate professional traineeship program and undertake the internship as part of this program.
  • Field of study: public administration, law, economics, communication, informational technology or social sciences.
  • Proficiency in relevant software applications, including Microsoft Office (MS Word, Excel, and PowerPoint, Internet).
  • Language skills: Written and spoken proficiency in Russian, English and preferably in Tajik
  • Demonstrated interest in the field of public administration and information technology
