Background

The UNDP Blue Resilience project is a global governance project, funded by the Norwegian Blue Justice Initiative that offers capacity and technical support to national partners, within regional contexts, to strengthen cooperative institutional responses to criminality of the fisheries sector. It focuses primarily on support on progress in SDG 16 towards realization of SDG 14, harnessing digital solutions thereto.

The project supports operationalization of the International Ministerial Declaration against Transnational Organized Crime in the Global Fishing Industry, which expanded from 9 initial supporting nations in 2018 to 51. The project is housed at the UNDP Nordic Representation Office (NRO), Copenhagen, Denmark. Its objective is to support effective cooperation between government institutions in national partner countries to address and strengthen resilience to fisheries crime.

Towards this goal Blue Resilience facilitates capacity and technical support via two key offers: Blue Resilience ‘Blue Action Dialogues and access to and facilitated support in using Digital Tools

The Blue Action Dialogue is informed by empirical research and employs a blended system- and design-thinking approach. It draws on the UN’s Institute of Training and Research (UNITAR)’s learning and training expertise.

As administrator of the Blue Justice Community platform, UNDP Blue Resilience facilitates access to and use of digital tools in support of the Blue Action Dialogues. This includes facilitating user workshops with the International Blue Justice Tracking Centre, Norway, to enhance national partner maritime domain awareness and facilitating Activity Groups towards seamless inter-agency communication within and between countries.

The Blue Resilience team works closely with local UNDP offices and regional hubs to support national partners flagging interest in support on addressing fisheries crime.

Blue Resilience is a three-phase project, currently in its third phase: 2023-2027.
