Description of duties for Child Protection Section

Justice for children is an important component of the UNICEF Bhutan Country Office within the Child Protection Programme. So far UNICEF’s engagement with the Justice Sector has been through the Bhutan National Legal Institute (BNLI), the Office of the Attorney General (OAG), the Royal Bhutan Police (RBP), the National Commission for Women and Children (NCWC) and Nazhoen Lamtoe on strengthening the legislative framework for children in conflict with the law (CICL) and enhancing the capacities of service providers to support the needs of CICL and children who come in contact with the law.

For UNICEF Bhutan, strengthening all components of the child protection system, including the justice mechanisms, to operate in the best interest of children is a key priority. This includes improving the quality of justice services, facilitating access to justice services to address child protection and child rights violations, and supporting the Government to comply with its domestic and international obligations.

In 2023, continuing with the work on Justice for Children, UNICEF will be:

  • Supporting the NCWC and BNLI in improving access to child-friendly legal aid;
  • Working with RBP and Nazhoen Lamtoen to implement programmes on diversion of CICL and enhance services for children in the Youth Rehabilitation and Development Centre (YRDC) including the provision of legal aid for children;
  • Working with JSWL School to disseminate the recommendation from the assessment of non-custodial measures for CICL

Under the direct supervision of the Child Protection Officer, the intern will:

  1. Contribute to the development of guidelines on legal aid for children
  2. Support the development of diversion programmes and services in Youth Rehabilitation and Development Centre under the RBP
  3. Support the strengthening of the justice for children workforce and its interaction with the social service workforce for child protection.
  4. Contribute to developing project proposals and preparation of reports
  5. Support other programme activities related to child protection as required by the supervisor

Duties and Responsibilities for Social policy Section

  1. Support the implementation of Joint Fund SDG programme in collaboration with UNDP Bhutan and Government agencies. The intern will help the unit in drafting terms of reference of consultants, coordinate the recruitments, support reviewing the reports and providing inputs/comments , follow up on the implementation of the activities and assist in drafting the joint programme quarterly/annual report.
  2. Support the implementation of youth and child friendly local governance programme, focusing on the implementation of key activities on sensitization of local government authorities on child friendly local governance and capacity building of youth and children to participate in the local governance.
  3. Assist organizing meetings, conferences, trainings and workshops and drafting the meeting/training/workshop/event reports and follow up on the implementation of action points.
  4. Support with conducting field monitoring visits of the unit.
  5. Support the unit with producing communication materials, focusing on human interest stories, photo essays, social media materials, etc.

Any other tasks that the Unit assigns.

To qualify as an advocate for every child you will have…

  • A university degree preferably in social science; Law or relevant field
  • Applicants must be at least 18 years old.
  • Be proficient in at least one of UNICEF's working languages: English, French or Spanish. Fluency in the working language of the office you are applying to is required.
  • Have excellent academic performance as demonstrated by recent university or institution records.
  • Have no immediate relatives (e.g. father, mother, brother, sister) working in any UNICEF office; and
  • Have no other relatives in the line of authority to which the intern will report to.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
