Org. Setting and Reporting This internship is situated in the Aviation Security Policy (ASP) Section, Aviation Security and Facilitation (ASF) within the Air Transport Bureau (ATB).

ASF carries out activities under the ICAO Strategic Objective Security and Facilitation and is responsible for the development and maintenance of Standards and Recommended Practices (SARPs) of Annex 17 – Aviation Security and Annex 9 – Facilitation, and associated plans, guidance and training material, for providing advice and assistance to States on their implementation and for managing the ICAO Universal Security Audit Programme Continuous Monitoring Approach (USAP-CMA) which is aimed at ensuring the effective implementation by States of security related Standards of these Annexes.

ASF provides support to ICAO governing bodies: Assembly Executive Committee, Council, Aviation Security Committee (ASC), Air Transport Committee (ATC), Air Navigation Commission (ANC), Ad-Hoc Coordination Committee on Cybersecurity (AHCCC) and other internal and external entities and their working groups, including the International Explosive Technical Commission (IETC), the Aviation Security (AVSEC) Panel, the Cybersecurity (CYBER) Panel and the Facilitation (FAL) Panel.

ASF establishes and manages the relations and formal agreements with other UN Agencies and international and regional organizations in the fields of aviation security, border management and security, aviation cybersecurity, counter terrorism, and transnational criminality. It participates to the UN Global Counter Terrorism Compact and its working groups, supports the implementation of relevant UN Security Council Resolutions and prepares the ICAO Secretary General reports to the UN Security Council Counter Terrorism Committee.

The ASP Section is responsible for developing new and amended SARPs relating to the security of the international air transport system; developing and updating Annex 17 – Aviation Security; and managing and overseeing the work programme of the AVSEC and the CYSEC Panels and their working groups. The Section is also mandated to ensure the continued development of aviation security and cybersecurity guidance material including the Aviation Security Manual (Doc 8973); and provide support to the Assembly, the Council, the ASC, the AHCCC and the IETC.

The incumbent reports to the Chief, ASP Section, with whom s/he consults on complex issues, and will collaborate with other Section staff, as required, in order to undertake the responsibilities of the position.

Responsibilities Under the supervision of the Chief, Aviation Security Policy Section and other Section staff, the intern:

  • Assists in the development of a database of ICAO Annex 17 – Aviation Security Standards and Recommended Practices (SARPs), consolidating background information scattered in other relevant ICAO documentation;
  • Participates in the provision of effective assistance and support to the ICAO deliberative bodies for 230th and 231st Sessions of the Council;
  • Provides support to event management and coordination of the ICAO Security Week 2023;
  • Assists in the development of documentation and presentations related to ASP’s work;
  • Provides support on the analysis of survey results conducted by ASP using excel and survey software to review and compile these results;
  • Provides content for the websites associated with ICAO’s work on Aviation Security as well as social media posts;
  • Performs other related duties.

Education At the time of application, candidates are required to be enrolled in at least an undergraduate degree programme (first-level university degree or higher) in a field of study related to aviation, international relations, security, political science, international law or other related fields.

Applicants pursuing studies in countries where higher education is not divided into undergraduate and graduate stages should have completed at least two years of full-time studies at a university or equivalent institution towards the completion of a degree.

Work Experience - Proficiency in Microsoft Office including Word, Excel and PowerPoint, is required;

  • Practical experience in using collaborative documentation processing tools or work management platforms, is desirable.

    Languages Essential:

Fluent reading, writing and speaking abilities in English, is required.

Desirable:

A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish), is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Interns are not paid. All costs related to travel, insurance, accommodation, and living expenses must be borne by the intern. The duration of the internship is between three to six months. The intern is expected to work five days a week, on a full-time basis.

Interns shall not be eligible to be engaged in any other form of employment within ICAO during the period of internship and shall not be eligible to apply for or be appointed to any post in the Secretariat or be contracted for any other remunerated employment with ICAO for the six months immediately following the end of their internship.
