UNICEF has been working in Cameroon since 1975 to allow women and children to fully realize their rights to development without restriction, as enshrined in the UN Convention on the Rights of the Child. UNICEF provides financial and technical support to Cameroon across seven areas to fully realize the rights of women and children. These areas include Health, HIV/AIDS, Water-sanitation-Hygiene, nutrition, education, child protection, and social inclusion. UNICEF focuses mainly on children and the most vulnerable and excluded families. Cameroon’s 2020 population is estimated at 26,545,863 people according to UN data. The population is young and generates strong socioeconomic demand. In rural areas, limited access to basic social services and the effects of climate change led to household impoverishment and severe child deprivations. The task is immense but not insurmountable; it requires the energy of all stakeholders in Cameroon and outside of Cameroon: also, women, men, youth and children, government, technical and financial partners, donors, civil society, the private sector, parliamentarians, and communities. Everyone is invited to participate in the struggle to meet the challenges ahead. It is together that we will act for Cameroon, a country that summarizes the challenges and hopes of Africa.

How can you make a difference?

Sur la base des dossiers d’investissement et autres documents stratégiques, élaborer des outils de plaidoyer pour l’accroissement des investissements en faveur de la santé communautaire et des Soins de Santé Primaires.

  • Elaborer un plan de travail consensuel pour la période de consultation
  • Prendre contact et échanges avec les directions et programmes du MINSANTE (DOSTS)
  • Organiser des réunions en lignes avec les acteurs clés tels qu’indiqué dans le chronogramme ;
  • Faire la revue des rapports des dossiers d’investissement de la Sante Communautaire et SSP ainsi que de tout documents utiles
  • Extraire des informations clés des rapports des dossiers d’investissement de la Sante Communautaire et SSP
  • Identifier les différentes cibles à atteindre a tous les niveaux
  • Proposer les supports et canaux de communication adaptés
  • Elaborer les différents outils de plaidoyer en Français et en Anglais ;
  • Elaborer et partager le plan de dissémination et plaidoyer
  • Partager les versions des outils finaux modifiables et en PDF
  • Estimer les coûts nécessaires à la mise en œuvre de ces actions de communication et de plaidoyer

To qualify as an advocate for every child you will have

  • Diplôme universitaire (BAC + 5) Master, économie de la santé, économie de la santé, Finances publiques, santé publique, sciences sociales, médecine ou domaines apparentés.
  • Compétences requises : Expérience dans l’un des domaines suivants : économie de la santé, Finances publiques, santé publique, sciences sociales, médecine ou domaines apparentés pour faciliter l’analyse du contexte, des données collectées et analysées, et la présentation du rapport ;
  • Expérience professionnelle générale d’au moins 8 ans
  • Expérience en costing des SSP, Investment case, santé communautaire, finances, études ou enquêtes dans le domaine de la santé maternelle et infanto-juvénile ;
  • Expérience dans l’élaboration d’outils de plaidoyer, Policy briefs ….
  • Expérience dans le design d’outils de plaidoyer
  • Bonnes capacités de synthèse, d’analyse et de rédaction
  • Bonne connaissance de la langue Française et Anglaise parlée et écrite
  • Bonne maitrise de l’outil informatique y compris la saisie et analyse des données

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
