Background*** As part of the European Union supported UNESCO project “System building and capacity strengthening of the Ministry of Education (MoE) and its sub-national Directorates of Education for effective delivery of quality education outcomes”, a large-scale capacity needs’ assessment was conducted for the education sector and strengthening teacher capacities emerged as one of the main areas for interventions and investments. Based on the findings of the needs’ assessment, and in response to a direct request from HE the Minister of Education to respond to the COVID-19 pandemic, UNESCO developed and delivered Training on ICT based online distance learning package for Master Trainers; subsequently the Master Trainers delivered training to teachers using a cascade modality. The second area of intervention identified, based on the needs assessment and discussions with the General Directorate of Preparation, Training and Educational Development, is Formative Assessment of learning. Long Description ---------------- ***2. Objective*** The objective of the UNESCO support to the MoE is to provide tailored training package on formative assessment of learning and build MoE Master Trainers capacities to deliver this training to the Teachers. To fulfill this objective, UNESCO is seeking to engage international technical expertise. This is to be undertaken through a participatory approach with Ministry of Education partners, building the capacity of MoE, TTI and Higher Education stakeholders in the development of teacher training materials. ***3. Outputs*** Under this assignment, the following outputs are expected: • A report on existing teacher training materials and practices in the area of formative assessment including in Iraq, including a report on focus group findings; • Workshop plan and materials for capacity-building writing workshops; • A complete in-service teacher training package containing a training plan, training of trainers’ guide and training materials for in-service training of teachers on Formative Assessment of learning; • Training of at least 24 Master Trainers on the package; • Mission reports as appropriate. Long Description ---------------- ***4. Timeframe and location*** • The consultancy is anticipated to last for a period of 6 months, with an expected total of 80 working days; • Home based, with travel to Iraq required. ***5. Minimum content of the proposal*** Proposals should include the following: • An up-to-date curriculum vitae for the individual consultant or consultants if submitting a proposal as part of a team; • A statement indicating how consultant’s/consultants’ qualifications and experience are suitable for the assignment; • A description of proposed approach and methodology for undertaking the assignment and to realize the outputs; • Overall cost of the assignment. Any travel and subsistence requirements should be indicated separately. ***6. Eligibility/ qualification/ experience requirements*** • Advanced university degree (Master’s degree or equivalent) in the area of Education • At least 15 years of experience in education development, with demonstrated experience in teacher professional development and proven expertise in formative assessment. • Demonstrated experience in developing and editing training programmes for teachers, and abroad knowledge of innovative teaching practices; • Excellent facilitation skills in capacity-building workshops; • Strong communication skills and ability to work independently or in liaison with a team whilst maintaining professional behavior; • Excellent knowledge of English required, knowledge of Arabic a distinct advantage; • Proven experience in the MENA region an advantage; • A commitment to UN values of non-discrimination on the basis of race, gender, economic status or religion. ***7. Remuneration*** Remuneration will be as per deliverables, also according to qualifications and experiences of the Expert(s) proposed, subject to UNESCO’s internal rules and procedures. ***8.
