ORGANIZATIONAL CONTEXT

Afghanistan is becoming the world’s largest humanitarian crisis; 22.8 million people now face acute food insecurity according to the latest IPC assessment released on 25th October, including 8.7 million facing emergency levels of food insecurity (IPC phase 4). WFP has never seen this many people facing emergency levels of food insecurity in Afghanistan in the 10 years that the UN has been conducting IPC analyses. WFP is ramping up its humanitarian support to meet the food and nutrition needs of almost 23 million people in Afghanistan. To achieve this, WFP expects operations may cost as much as US$ 220 million a month. To support this scale up, the Supply Chain corridor through Pakistan is critical to ensure the food needs of the people in Afghanistan are met.

JOB PURPOSE

Under the direct supervision of the Head of Supply Chain in Afghanistan or the Logistics Officer in charge of corridor management, the incumbent shall work in different locations in Afghanistan’s neighboring countries to ensure the smooth running of the key corridors to Afghanistan.

KEY ACCOUNTABILITIES (not all-inclusive)

As Supply Chain Officer, you will be responsible for the following key duties:

• Support the coordination and management of supply chain service providers/vendors operating from the point of entry and warehouses to promote safe, efficient planning and execution of WFP operations and safeguard WFP’s interest. • Provide technical assistance to logistics operations to ensure timely and cost-effective dispatches of food to the field (Final Distributions Points), best practices in warehouse management with emphasis on WFP system data reliability and food quality control, and field monitoring. • Assist with the management of complex operational issues and provide solutions or recommendations related to all assistance modalities, using initiative and following processes, to ensure the provision of timely resolutions with excellent client service mind-set. • Support the preparation, monitoring and revision of budget for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards. • Support the monitoring of inventory management processes to track trends and account for the inventory status from source to beneficiary. • Support oversight for commodity accounting data quality and integrity. • Provide comprehensive analyses of operational pipeline and contribute to assessments and operational planning for all delivery modalities, to ensure that supply chain requirements are taken into consideration. • Manage and coordinate a full range of documentation processing for execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to address issues and recommend improvements in processes. • Perform research, collect data and conduct analysis to produce comprehensive reports (financial closure, physical inventory, transport performance) providing insight and recommendations that enable informed decision-making. • Process required data entry for receipt, storage and dispatch of WFP commodities. • Support with coordination and liaison with internal and external stakeholders to support logistics operations management and strengthen partnerships on humanitarian supply chain. • Ensure all required logistics contracts and relevant WFP processes are in place and are adequate to meet the response needs on the relevant operation. • Support to ensure effective and efficient Supply Chain coordination between the various Supply Chain units in Afghanistan and in the regional bureau and headquarters as required. • Ensure the required Supply Chain corridor reporting and information sharing including on logistics activities and movements along the corridor; • Others as required.

STANDARD MINIMUM QUALIFICATIONS

Education

Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, Legal or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience

• A minimum of 3 years’ relevant work experience in some or most of the following: o Commercial or humanitarian transportation sectors. o Monitoring and reporting on transport and freight market conditions and trends. o In dealing with shipments and clearing imports/exports with customs officials. o Coordinating procurement and transportation processes with other units/ teams. o Experience in warehouse and commodity management. o Experience working with corporate systems (databases, software).

Language

• You are fluent in oral and written Russian and English;
