International Specialist for Integrated National Financing Framework (INFF) Initiative in Timor-Leste

Eligibility criteria
Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.
Description of task
The INFF Expert will work under the supervision of the UNDP Country Economist and in collaboration with the Ministry of Finance (MoF) and Unit of Planning, Monitoring and Evaluation under the Prime Minister Office (UPMA) to support the INFF process, analysis, and dialogue leading to the articulation and agreement of an INFF Roadmap and Financing Strategy for Timor-Leste.
The Expert is responsible for collecting data, policy documents and analysis and for liaising with the Ministry of Finance, UPMA, and other government officials and national stakeholders. He/she will support the Technical Team in completing the process of analysis, consultation, and dialogue throughout the INFF in accordance with the approach outlined in the INFF Guidebooks.
The responsibilities of the Expert will include but is not limited to the following activities through each phase of the INFF:
INFF initial analysis scoping and consultation phase
- Engage with government officials and other national stakeholders to collect relevant data, policy documentation, and analysis to inform the INFF analysis;
- Undertake analysis of the financing context and outlook, and of existing structures, ongoing reforms, and opportunities to strengthen financing policies and institutional structures in relation to the building blocks of an INFF and support other technical experts and work;
- Support the Technical Team and country office to plan missions, consultations, and Financing Dialogues as needed, including arranging logistics and reaching out to stakeholders;
- Support, and lead where necessary, consultations with stakeholders across the financing landscape to (i) collect data, information, and analysis, (ii) engage stakeholders in the INFF process and (iii) share, socialize and refine initial emerging findings and ideas with Technical Team;
- Support technical discussions in the initial Financing Dialogue phase.
Facilitating Financing Dialogue toward the INFF Roadmap
- Conduct ongoing analysis to identify priorities and potential recommendations;
- Prepare the first draft of the scoping reports, briefs, and presentations and support other technical team members in producing their reports and briefs, where necessary;
- Conduct technical discussions through a series of financing dialogues and support other technical team members on thematic financing dialogues;
- Support dedicated working groups as needed.
Articulating and agreeing on the INFF Roadmap and Financing Strategy
- Support INFF Secretariat and technical team to draft the INFF Roadmap and Strategy;
- Support INFF Secretariat and technical team in working with relevant stakeholders to refine and develop actionable recommendations;
- Support process of finalizing the INFF Roadmap and the Strategy as needed.
Climate Finance Component
- Support Climate Finance team in preparation of an assessment of the current capacities of institutions for undertaking and implementing climate change budgeting, and provide recommendations for strengthening the capacities of the key national institutions;
- Assist in identifying the scope, criteria and methodological approaches for implementing the CBT in Timor-Leste, based on the best international practices;
- Engage the Ministry of Finance, UPMA, and other relevant national stakeholders to the classification of climate change-related expenditures, the calculation of Climate Change Budget Integration and work out the approach for weighing the climate change relevance of certain programs under public expenditure;
- Support a roadmap process for adopting Climate Budget Tagging in state and local governments budgets.
Qualifications/Requirements
Required degree level:
Master degree or equivalent
Education - Additional Comments:
Advanced university degree (A Masters level or equivalent) in economics, finance, international development, business administration, public policy, or closely related fields;
Required experience:
36 Months
Experience remark:
At least 3 (three) years of relevant progressively responsible experience in the field of public finance management, development finance, SDG costings, climate finance, data collection and analysis, project support, administration or coordination, management, business development, capacity development or similar;
Language skills:
- English(Mandatory), Level - Fluent
- Portuguese(Optional), Level - Working Knowledge
