Result of Service Design an Agency-wide monitoring and documentation framework on protection incidents and trends, including when those are considered to undermine the Agency's adherence to the Humanitarian Principles, and to create and deliver training to protection teams in the field.

Work Location The consultant may work remotely for the initial period when designing the monitoring and documentation framework, but travel will be required to UNRWA fields of operation to carry out consultations and deliver in person trainings.

Expected duration The duration of the consultancy is five months (1 September 2022 to 31 January 2023)

Duties and Responsibilities Humanitarian principles of humanity, impartiality, neutrality and operational independence guide all of UNRWA’s programming, service delivery, and staff members, and are closely aligned with UNRWA’s protection programme, including advocacy. In 2021, UNRWA adopted a new Protection Strategic Framework to inform the design and implementation of its protection function in upcoming years, and as part of this process, the Humanitarian Principles portfolio was transferred to the Protection Division. As part of this transition, the Protection Division is hiring a consultant to design an Agency-wide monitoring and documentation framework on protection incidents and trends, including when those are considered to undermine the Agency's adherence to the Humanitarian Principles, and to create and deliver training to protection teams in the field.

The consultant is expected to deliver the following activities by 31 January 2023:

1 - Development of the monitoring and documentation framework (30%) - Review internal monitoring and documentation materials and procedures - Consultations with Protection Teams (fields and HQ) - Finalization based on feedback on draft 2 - Development of training materials based on new framework (20%) 3 - Delivery of training workshops to the field (in person) (20%) 4 - Follow up on implementation (30%) - Support on rollout of the new system - Any revisions on the framework or training materials based on feedback

Qualifications/special skills MINIMUM QUALIFICATIONS AND EXPERIENCE •Advanced university degree from an accredited educational institution in preferably in social sciences, political affairs. international relations, human rights, law or a related field. •A minimum of eight (8) years of relevant experience in human rights and protection, including in monitoring and documentation of incidents and trends, including 2 years international experience outside home country. - Experience working in situations of armed conflict. - Excellent knowledge of international human rights law and international humanitarian law. Excellent command of spoken and written English.

DESIRABLE QUALIFICATIONS - Familiarity with the Agency’s five fields of operation and the region. - Familiarity with the UN environment and systems. - Arabic language skills.

Additional Information CONDITIONS OF SERVICE - The duration of the consultancy is five months (1 September to 31 January). - Remuneration for this consultancy will depend on the qualifications and experience of the candidate. - The consultant will be remunerated based on the satisfactory deliverables of the agreed activities.
