Scope of Work:

In February 2018, the UN High-Level Steering Group on Sexual Exploitation and Abuse, established by UN Secretary-General António Guterres, endorsed the UN Protocol on Allegations of Sexual Exploitation and Abuse Involving Implementing Partners. The Protocol sets forth obligations for all UN entities and implementing programmes with partners in the field, including civil society, government and other partners.

UNICEF is committed to preventing and responding to sexual exploitation and abuse (SEA) and is actively engaged in policy and operational efforts to improve the reporting of SEA, offering support to survivors of SEA, and promoting accountability. It aims to strengthen its PSEA programming environment internally and with its implementing partners.

In line with the UN protocol on implementing partners, UNICEF does not engage in with entities that do not take measures to prevent and respond to sexual exploitation and abuse.

An integral part of the protocol is to assess the capacities of our partners to prevent and respond to sexual exploitation and abuse and to strengthen the joint capacity of United Nations entities and implementing partners, to realize commitments to PSEA. Since 2020, UNICEF systematically carries out PSEA capacity assessment for all civil society organizations with which it works using the UNICEF assessment toolkit (based on 6norms) and updated in etools platform. As of January 2022, all UNICEF implementing partners had been assessed for SEA risk. UNICEF currently participates in joint capacity assessment of UN entities (based on 8 norms) together with UNFPA, WFP, WHO and UNHCR. Since 2023, UNICEF has migrated from assessment in etools to the shared UN partnership portal (UNPP).

In this light, UNICEF seeks to hire an international PSEA consultant in charge of PSEA capacity assessment of CSO implementing partners in charge of updating all SEA assessments using the common UN tool and updating in the UN partnership portal (UNPP). More precisely, the consultant shall be tasked with:

In this light, UNICEF seeks to hire an international PSEA consultant in charge of PSEA capacity assessment of CSO implementing partners in charge of updating all SEA assessments using the common UN tool and updating in the UN partnership portal (UNPP). More precisely, the consultant shall be tasked with:

(i) Carrying out SEA risk assessment for all new partners (if applicable) using the joint UN assessment module and upload in UNPP platform

(ii) Update PSEA capacity assessment of CSO implementing partners carried out with the UNICEF module in etools, to the joint UN assessment module and upload in UNPP platform

(iii) Reassess low and moderate capacity implementing partners using the inter-agency assessment module

(iv) Support high and moderate risk assessed partners to develop action plans to improve on their PSEA capacities

(v) Identify all CSO partners that have already been assessed using the joint inter-agency module and upload this assessment into UNPP

(vi) Produce a final consultancy report detailing work done including the number of partners assessed, the new capacity levels of partners and expected dates of reassessments where applicable.

In all, the consultant will be expected to ensure PSEA assurance for 100 CSO implementing partners.

2- OBJECTIVES

The main objective of this consultancy is to manage SEA risk of implementing partners. It includes the identification of their strengths, and capacity building needs. To provide continuous support to partners in managing their risk of sexual exploitation and abuse:

1. Evaluate the PSEA capacity of implementing partners

2. Support implementing partners to strengthen their PSEA capacity

To qualify as an advocate for each child, you must meet the following requirements :

Academic qualification:

• Advanced University diploma (Master’s Degree) in Gender, Social Sciences, Human Rights Law, International Development, Program Monitoring and Evaluation or any other similar degree.

Experience:

• At least 8 years of practical experience working in the field of gender, PSEA, GBV, monitoring and evaluation, and international cooperation at national and international level.

• Experience working on the implementation of UN protocol on implementing partners, particularly carrying out SEA risk assessment/ PSEA capacity assessment for UN implementing partners

Linguistic skills and other competencies:

• Mastery of oral and written French language.

Good computer skills with mastery of Microsoft office applications
