..Purpose of consultancy
The consultant will support the WHO Country Office in Ukraine in strengthening programme management and resource mobilization by assisting with proposal and concept development, donor engagement, tracking of funding opportunities and agreements, and monitoring of programme implementation progress.
Background
Reporting directly to the Programme Management Specialist (PMU Lead), the consultant will support a range of strategic planning, programming, and resource mobilization activities. To ensure overall efficiency and effectiveness in programme management, the consultant will assist the Health Systems Lead in coordinating the development, implementation, and monitoring of strategic plans across the office and the WHO operational plan. This includes supporting the identification, organization, and tracking of activities and resources required for the WHO Country Office in Ukraine to continue fulfilling its role as the lead technical authority in health.
The consultant will liaise with the Programme Management Specialist to support proposal drafting, reports writing and preparing of presentation materials as required within PMU, these tasks also include internal and offline agreement routing and clearances.
The consultant will work in close collaboration with Country Office teams and relevant technical leads to perform assigned duties and ensure coherent and timely delivery.
The consultant will report regularly to the Programme Management Specialist (PMU Lead) throughout the assignment.
Deliverables
Deliverable 1 – Proposal and Concept Development Contribute to the drafting and/or revision of at least 6 strategic engagements to be used by the PMU lead, technical team leads and WR for external engagement with WHO partners (e.g. donor briefs, concept notes and/or funding proposals), to enable country office timely submission to internal and external entities, alignment with WHO standards, and consistency with WHO’s partners requirements. Due date: Throughout the consultancy period, as per agreed timelines with the supervisor and technical focal points. Deliverable 2 – Donor Engagement and Reporting Support Coordinate and document at least 6 donor meetings or consultations, preparing talking points, background notes, and follow-up summaries within five working days after each engagement. Due date: Within five working days after each event. Deliverable 3 – Resource Mobilization Knowledge and Tracking Maintain an updated pipeline and results tracker for all ongoing proposals and funding agreements. Prepare and submit two analytical summaries (mid-year and end-of-year) capturing funding secured, funding gaps, and donor engagement trends. Due date: Mid-year summary by month 6; final summary by month 11. Deliverable 4 – Activity and Progress Tracking Maintain and update a project implementation tracker on a monthly basis (11 updates total), including concise progress summaries on completed activities, achieved outputs, and pending actions related to the Reforms Teams. Due date: Monthly, by the 5th working day of each month.

- Resource Mobilization & Proposal Development: Understands the principles, processes and quality standards for developing donor proposals, concept notes and briefing materials, ensuring alignment with WHO technical guidance and donor expectations.
- Ethics & Confidentiality: Demonstrates understanding of ethical considerations related to donor communication, data handling and programme information; consistently safeguards confidential information and follows WHO standards, values and protocols.
Desirable:
Familiarity with WHO Programme, Planning and Reporting Processes: Knowledge of WHO operational planning, resource mobilization and donor reporting mechanisms, including use of internal collaboration platforms and documentation standards.
